Site work for a transportation facility in Bluefield, West Virginia. Completed plans call for site work for a transportation facility.

For the following work: Contract No. 1 - Install New Airfield Guidance Signs The bid prices shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Form of Proposal, Standard General Conditions of the Construction Contract, Supplemental General Conditions and Detail Specifications and Drawings prepared by Chapman Technical Group. The work to be bid upon is generally described as follows: Contract No. 1 - Install New Airfield Guidance Signs The scope of the project is to install new airfield guidance signs at the Mercer County Airport located in Bluefield, West Virginia. The installation will consist of the removal of the existing 19 airfield guidance signs and the installation of 19 new LED guidance signs. The installation of the new signs will be under the Base Bid. The project will also include mobilization and any other appurtenances required for a complete project detailed by the plans and specifications prepared by Chapman Technical Group. Construction Time Limits - The Contractor will be required to achieve Substantial Completion within 90 calendar days and final completion and readiness for final payment within 120 calendar days of the effective date of the Notice to Proceed. Liquidated damages will be $400.00 per day for each day after the expiration of the construction time. Plans and Specifications may also be ordered from Chapman Technical Group's online plan room . Online access to procurement and contracting documents will be provided through Chapman Technical Group's Newforma software. Digital lectronic copies will not be available without purchase of at least one full-size set. Each prospective Bidder shall be required to purchase a minimum of one copy of the Bidding Documents and be subsequently included on the Engineer's official bid register. They consist of plans, specifications and a bid submittal packet. The bid submittal packet provides an unbound copy and listing of the items which are to be submitted with the Bid. Bids received from Bidders not included on the official bid register will be declared non-responsive and returned to the Bidder. Bidders are advised that a two-envelope system will be used. Each bid must be submitted in a sealed main envelope containing the Bid Bond, WV Contractor's License, Contractor's Qualifications Statement, and all other necessary documents as required on the bid opening checklist developed by the Engineer, and a separate sealed envelope inside the main envelope marked "Bid Proposal" containing the completed and signed bid (Form of Proposal). The main envelope will be opened first and if the required documents are included and appear to be in order, the envelope containing the bid will then be opened and publicly read aloud. If the required documents are not included as part of the bid submittal, the envelope containing the bid will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. A Bidder may not withdraw his er bid for a period of one hundred twenty (120) days after the date set for opening of bids. Bids shall be accompanied by a certified check or bid bond payable to the Mercer County Airport Authority, Bluefield, West Virginia, in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates. Bidders agree to comply with 49 USC 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. Bidders must complete and submit the Buy American certification included with the Bidding Documents with their bid. The Owner will reject as nonresponsive any bid or offer that does not include a completed Certificate of Buy American Compliance. By submitting a bid, Bidders are certifying compliance with the following Federal Contract Provisions: Debarment and Suspension - 2 CFR Part 180 (Subpart B), 2 CFR Part 200, Appendix II (H), 2 CFR Part 1200, DOT Order 4200.5., Executive Orders 12549 and 12689 Trade Restriction - 49 USC 50104 and 49 CFR Part 30 Lobbying Federal Employees - 31 USC 1352 - Byrd Anti-Lobbying Amendment, 2 CFR Part 200-Appendix II(J) and 49 CFR Part 20-Appendix A Procurement of Recovered Materials - 2 CFR 200.322, 40 CFR Part 247 and the Solid Waste Disposal Act Nondiscrimination in Employment - Bidders on this work are required to comply with 41 CFR Part 60-4, President's Executive Order Number 11246 and the provisions of Executive Order Number 10925 as included therein. The requirements for Bidders and Contractors under these orders are included in the Federal Contract Provisions contained in the specification manual. Federal Fair Labor Standards Act (Federal Minimum Wage) - 29 USC 201, et seq, 2 CRF 200.420 - The Contractor has full responsibility to monitor compliance to the referenced statue or regulation. The Contractor must address any claims or disputes that pertain to a referenced requirement directly with the U.S. Department of Labor - Wage and Hour Division. Davis Bacon Requirements - 2 CFR 200, Appendix II(D), 29 CFR Part 5, 49 USC 47112(b), 40 USC 3141-3144, 3146, and 3147 - Bidders must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon Act. The Authority has established a Disadvantaged Business Enterprise (DBE) Program in accordance with the requirements of the U.S. Department of Transportation (DOT). As a recipient of funding from the DOT, the Authority signed an assurance to comply with the provisions of 49 CFR Part 26, "Participation by Disadvantaged Business Enterprise in DOT Programs." This project, due to the amount of federal participation, requires the Contractor to meet a goal for Disadvantaged Business Enterprise participation of 5.7 percent (5.7%). The Contractor will be required to justify the amount of DBE participation which will be utilized or that there was a good faith effort made to allow for DBE participation. It is the policy of the Authority that DBE's, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts assisted in whole or part by funds granted by the DOT. The Owner's award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR 26.53. As a condition of bid responsiveness, the Bidder or Offeror must submit the following information with their proposal on the forms provided herein: (1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract; (2) A description of the work that each DBE firm will perform; (3) The dollar amount of the participation of each DBE firm listed under (1) (4) Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner's project goal (5) Written confirmation from each listed DBE firm that it is participating in the contract in the kind and amount of work provided in the prime contractor's commitment; and (6) If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26. The documentation of good faith efforts must include copies of each DBE and non-DBE subcontractor quote submitted to the bidder when a non-DBE subcontractor was selected over a DBE for work on the contract. The Mercer County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, and 49 USC 47123, FAA Order 1400.11, hereby notifies all Bidders or Offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in the consideration for an award. The requirements of 49 CFR Part 26 apply to this contract. It is the policy of the Mercer County Airport Authority to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. The Authority is an equal opportunity employer and will require the Contractors to adhere to the provisions of this program. The Mercer County Airport Authority reserves the right to reject any and all bids.
