The City of Rockford (hereafter 'City') is requesting proposals from qualified vendors to develop an Urban Forestry Management Plan and perform tree inventory services located within City right of way's (ROW). The City, located in Winnebago County, last conducted a tree inventory roughly ten years ago. There are 750 miles of roadway throughout the City and an estimated 40,000 trees. In recent years, with increased plantings and removals following the devastation of Emerald Ash Borer (EAB), as well as newly acquired parcels and roadways, the City wishes to reassess right of way inventory needs. The City seeks to develop an up to date comprehensive Urban Forest Management plan therefore, following best management practices and industry standards, the City is seeking proposals from qualified firms to conduct a comprehensive tree inventory and, with the information collected, create and deliver an Urban Forest Management Plan. The following RFP sets out the location, scope, and requirements of a contractor to complete the work. Bidder's Questions, Requests for Clarification, & Changes (no later than) 3/20/2023 The contractor shall conduct a GPS/GIS inventory of all trees and open planting spaces within the City-owned right-of-way and managed areas within the corporate boundaries of the City, for the maximum amount of trees and planting spaces attainable within the budgetary restrictions of this grant. The work performed under this contract shall consist of furnishing all labor, machinery, tools, materials, and equipment necessary to complete this right-of-way tree inventory, within the specified timeframe and in a professional manner. Upon completion of the inventory, a plan reflective of the data found during the inventory and industry best management practices will be submitted. At a minimum, the plan will consist of the following: 1. Introduction and background 2. Urban forestry program evaluation and assessment 3. Tree assessment results and summary a. Extrapolated from inventory data 4. Tree management recommendations 5. Work management plan and budget 6. Summary and conclusion The contractor shall use a GIS-based data collection system and the data must conform to the City's existing tree inventory schema and GIS infrastructure. All data must be delivered to the City in Microsoft Excel and ESRI shapefile formats. Tree data collected for this project shall not be maintained in a separate tree inventory software package. Additional deliverables will include digital maps of the designated tree population, a statistical analysis of overall tree population, and implementation of field-ready maps, management plan, and applications on the City's existing GIS infrastructure, which can be accessed from any desktop or mobile device.
