Scope of Services : The City is seeking professional engineering and technical services for design of the future alignment of the street and utility infrastructure described above. Project elements include: Roadway design shall include earthwork, pavement, channelization, bike lanes, and sidewalk improvements. Utility alignments for sewer, storm, power and communications. Coordinate utility alignments with Skagit PUD waterline alignment in the corridor. Questions and answers will be received and responded to using the City’s e-Procurement Portal. Identify and layout design parameters for fish passage and storm crossings. Identify an appropriate right of way corridor (existing and new acquisition). Design Services will include: Preparation and submittal of 30% design documents including drawings, estimate, and draft permitting documents. (60%, 90%, and 100% documents will be a future phase) Design coordination with utility companies to meet relocation needs. Relevant analysis, studies, and reports. Survey services for design. Scope permit-related documentation required by regulatory agencies. Right of way services, as required (may or may not include purchasing). The work requires familiarity with all current WSDOT and APWA design standards, as well as WSDOT road construction standard specifications. All plans developed by the consultant are required to be sealed by a Professional Engineer (P.E.) licensed in the state of Washington. In addition, the consultant will provide bidding and construction support services. The City will require AutoCAD format drawings that achieve a high-quality level of plan preparation. The schedule that has been proposed by the City includes starting the preliminary engineering design in March 2024, completing final 30% design effort in August/September 2024. Question Submission Deadline:February 14, 2024, 1:00pm The City reserves the right to select the most highly qualified firm based solely on the written response to the evaluation criteria. The City will be the sole judge in the determination of the most highly qualified firm.The highest ranked consultant may be invited to enter into contract negotiations with the City. If an agreement cannot be reached, the next highest ranked consultant may be contacted for negotiations. The City reserves the right to terminate negotiations with any consultant should it be in the City's best interest.
