PHYSICAL NEEDS ASSESSMENT Newark Housing Authority ("NHA") is requesting proposals from qualified firms to prepare physical needs assessments, in accordance with the U.S. Department of Housing and Urban Development's Physical Needs Assessment Guidance, for the Authority's properties. The purpose of the assessments is to identify current and long-term physical needs and expenses for the development of adequate reserve funding for the long-term viability of the assets. The term of the contract will be One (1) year, with the option to renew for an additional one (1) year period at the sole discretion of the Newark Housing Authority. All questions pertaining to this solicitation must be submitted, by Friday, March 17, 2023 at 10:00 A.M. through the portal using the question submission function specific to this solicitation. All questions receive before the aforementioned deadline will be answered online via portal No paper responses will be accepted Respondents are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 (PL 1975 c 127 Affirmative Action). All respondents must also comply with 2 CFR 200.317-326. The NHA reserves the right to accept any and all proposals, or to waive any informality on the proposals and the right to reject proposals. The NHA also reserves the right to award all or a portion of the award to one (1) or more responsive and responsible Respondents. No proposal shall be withdrawn for a period of one hundred and twenty (120) days subsequent to the due date of the proposals, without the consent of the NHA.
