Deep Creek Newport News Maintenance Dredging Newport News, Virginia This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice. The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the Deep Creek Newport News Maintenance Dredging project located in Newport News, Virginia. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 237790, Other Heavy and Civil Engineering Construction, with a Business Standard of $39.5M and Product Service Code of Y1KF - Construction and Dredging Facilities In accordance with FARS 36.204(F) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000 million. Project Description: Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of performing approximately 129,700 cubic yards of maintenance dredging from the Deep Creek Channel Federal Navigation Project located in Newport News, Virginia. The Deep Creek channel is Newport News is a shallow draft navigation project that supports commercial and recreational activity. The project consists of an entrance channel authorized to 8 feet deep and 100 feet wide, extending from the James River for approximately 9,000 feet to the harbor. The harbor is authorized to a depth of 8 feet, a width that ranges from 400 feet to 740 feet, and 1,940 feet in length to a point near Parkers Landing. A harbor upstream of the primary harbor consists of a depth of 6 feet, 300 feet in width and 600 feet in length. All depths are in reference to mean low water. The IFB and accompanying documents will be issued electronically and will be uploaded to SAM.gov on or about 04 September 2023. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring Procurement Integrated Enterprise Environment (PIEE, https://piee.eb.mil/) which pushes to SAM.Gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
