The City of Carlsbad is requesting proposals from qualified firms to provide plan review and constructability review services during the design phase of Veterans Memorial Park; and to provide construction management and inspection services during the construction phase. This project is partially funded by Federal resources. The firm to be awarded a contract shall be known as the "Consultant," and shall be retained through the completion of the project, including any contract time extensions. The Consultant shall propose one lead individual, the Construction Manager (CM) who shall assume overall responsibility for all construction management services, and who shall be available to report directly to the City's Municipal Project Manager in the Construction Management and Inspection Department. Construction inspection services may be performed by the CM or as a team approach consisting of highly-qualified and experienced individuals. It is the Consultant's responsibility through this proposal process to demonstrate and recommend an effective and efficient use of personnel. The Consultant will provide construction management and inspection services for all on-site and off-site improvements as shown in the contract documents and plans. Environmental monitoring services including biological, paleontological and archeological shall not be included the construction management and inspection services scope of work. The City of Carlsbad will engage these resources, as needed, through a separate agreement(s). The City of Carlsbad will retain the project design team during the construction phase of work to review and respond to technical submittals, RFIs, and to provide special inspections as necessary. All questions related to this solicitation shall be submitted in writing through the eBidding website and must be received prior to March 27, 2023, at 5 p.m.
