Site work for a water / sewer project in Fall River, Massachusetts. Completed plans call for site work for a water / sewer project.

Scope of work: includes replacement of 500 lead services water main to 1-ft beyond interior foundation; connect interior infrastructure; corporation stops with service saddles/tubing/curb stops; restore to pre-construction conditions. Substantial Completion: December 15, 2023. Final Completion: April 30, 2024. Bids may be hand-delivered or mailed to the Purchasing Department: Monday thru Thursday: 8:00am - 4:00pm Friday: 8:00am - 3:00pm Envelopes should be clearly marked "BID - IFB #23-29" Submissions should include one (1) original, six (6) copies and one electronic copy on a USB Drive. Project Funding: in part through Drinking State Revolving Fund (SRF) & Massachusetts Clean Water Trust. Compliance required with: EPA, MassDEP/DMS provisions & policies, Davis-Bacon Act & wage requirements, & AIS/BABA Act. Certified DBE participation goals: minimum 4.20% D/MBE & 4.50% D/WBE applicable to total dollars paid under resulting Contract. Prevailing wage rates per MGL c149 s26 to 27D inclusive apply to this project. The successful bidder will also be required to comply with the provisions of Chapter 306 of the Acts of 2004 in regard to required OSHA approved safety & health training. Each bid must include a bid deposit equal to five percent (5%) of the total amount of the bid in the form of cash, certified check, bank treasurers of cashier's check, or a bid bond from a responsible surety company licensed to do business in the state of MA. Successful bidder will be required to submit a Payment Bond in the amount of 50% of total bid. The Director of Community Utilities intends to award a contract on behalf of the City of Fall River within thirty (30) days after the bid opening. Questions received thereafter may not be answered The Project is generally described as replacement of approximately 500 lead services on both public and private property from water main to 1-foot beyond interior building foundation wall or the distance to the existing shutoff upstream of the water meter (whichever is greater); connection to existing interior infrastructure; installation of new corporation stops with service saddles, polyethylene tubing, curb stops, and appurtenances; restoration to pre-construction conditions; and all materials and equipment, construction, and services inherent to the Work. The Work includes labor, material and equipment, services required for construction, testing, and commissioning of the Project in accordance with the Contract Documents and as more specifically described in the Specifications and Drawings and includes, but is not limited to, the following principal features. 1. Locate, coordinate, schedule, verify, excavate, and replace approximately 500 existing lead water services, in whole or in part. Furnish and install new, approved materials from the water main to 1 foot beyond the interior building foundation wall including connection to interior plumbing equipment, to fully replace lead containing materials at approximately 500 water services selected by Owner and noted in the attached replacement location list. a. Full-service replacements include new service saddles and corporation stops, new polyethylene tubing, new curb stops and boxes, patching at foundation penetrations, interior plumbing including new angle ball valve to replace existing shutoff upstream of the water meter and connection of the new service to the existing plumbing 1 foot beyond the basement wall or the distance to the existing shutoff upstream of the water meter (whichever is greater) and provision of notices and lead water pitcher filter including 6- month cartridge replacement supply to property owners. Complete replacement shall also include site restoration to equal or better than pre-construction conditions. b. Water service line replacements to the property line (public side) include new service saddles and corporation stops, new polyethylene tubing, new curb stops and boxes, new unions, site restoration to equal or better than pre-construction conditions and provision of notices and lead water pitcher filter including 6-month cartridge replacement supply to property owners. c. Water service line replacements from property line to building interior (private side) shall include, but not be limited to, unions, new polyethylene tubing, patching at foundation penetrations, interior plumbing, including a new angle valve, to connect the new service to the existing plumbing 1 foot beyond the basement wall and provision of notices and lead water pitcher filter including 6- month cartridge replacement supply. Provide Site restoration to equal or better than pre-construction conditions. d. Full Replacement Material Verification 1) Conduct an inspection at the water meter to verify existing lead service line materials unless otherwise directed by the Owner or Engineer. Notify the Owner or Engineer if lead is not found. 2) Perform excavation pits at the water main (extending 2 feet from the main along the service) and curb stop (extending two feet in each direction along the service) to verify existing service line materials. Verification to be witnessed by the Owner or Engineer. e. Public side Replacement Material Verification 1) Perform excavation pits at the water main (extending 2feet from the main along the service) and curb stop (extending two feet in each direction along the service) to verify existing service line materials. Verification to be witnessed by the Owner or Engineer. f. Private side Replacement Material Verification 1) Conduct an inspection at the water meter to verify existing lead service line materials unless otherwise directed by the Owner or Engineer. Notify the Owner or Engineer if lead is not found. 2) If lead materials are found, perform excavation pits at the curb stop (extending two feet in each direction along the service) to verify all existing service line materials. Verification to be witnessed by the Owner or Engineer. g. Should any lead be identified on the side of the service not designated for replacement as documented in the attached location list notify the Owner and Engineer. 2. Install new corporation stop for each new full or public side service connection. Install new tapping saddles when corporation stops larger than 1-inch are installed. Close existing corporation, cut a majority of the service from the corporation and crimp the remaining service piping. Replace existing service with new polyethylene (main to curbstop) or copper (curbstop to meter) in the same location as existing service. Remove and dispose of existing service. 3. Replace water services 1-inch or less in diameter with new 1-inch corporations, curb stops and polyethylene tubing. Replace water services larger than 1-inch up to 1 1/2 inch in diameter with new 1 1/2-inch corporations, curb stops and polyethylene tubing. Replace 2-inch water services with new 2-inch corporations, curb stops and polyethylene/copper tubing. 4. Connect new water service to the existing service and interior plumbing equipment 1 foot beyond the interior building foundation wall, unless otherwise directed by the Owner for each new full or private side service replacement. Install a new angle ball meter valve between foundation wall and connection to existing plumbing. Coordinate and schedule all Work with the Owner and property owner prior to beginning service replacement. 5. The following are required prior to entering any building to perform interior connection or installation Work. a. The Contractor shall be responsible to furnish, obtain, and submit a City Work Consent Form signed by the property Owner (see attachment to Section 33 14 20) prior to any replacement work including entry into a building for work on private property unless previously obtained by the Owner. b. Contractor personnel entering buildings shall be limited to 1 or 2 employees. Entry by additional personnel requires Owner approval. c. Any personnel entering a building must wash their hands or use hand sanitizer immediately prior to entry d. Any personnel entering a building must be equipped with and wear a face mask, nitrile gloves and adhere to State and Federal COVID-19 guidelines and procedures for the construction sector (as may be amended) and the COVID-19 policies of the local Board of Health. Where requirements contradict, the most stringent shall apply. 6. Install the new water service through the building foundation and connect to existing interior plumbing in the same location as the existing water service, unless otherwise approved by the Owner. Existing services with floor penetrations shall be capped as indicated on the Drawings. Repair foundation penetrations with necessary repairs such as applying parging or resealing to equal or better condition and made waterproof. 7. Contractor is responsible for all communication and coordination with property owners including ensuring property owner signature of a City Work Consent Form (unless previously obtained by the Owner) and service replacement scheduling. 8. If a service cannot be replaced for any reason, the Owner reserves the right to substitute the proposed service replacement with an alternate location. Complete Work at the alternate location selected by the Owner at the unit prices indicated. Coordinate service replacement with the Owner, Engineer, and property Owner prior to beginning Work. 9. Furnish and install trench pavement in the roadway daily. 10. Furnish and install temporary pavement in sidewalks and driveways daily. 11. Remove and reset granite curbing as applicable. Remove, dispose, and replace bituminous berm as applicable. 12. Furnish and install permanent sidewalk concrete and driveway asphalt within 30 days. 13. Complete restoration of private property to pre-construction conditions within 30 days of the service replacement. 14. Provide traffic control. 15. Provide all materials, equipment, services and construction inherent to the Work
