The City of Chilliwack is seeking Expressions of Interest (EIs) from qualified Respondents to develop, design and construct the "2023 Utilities Upgrades Project ". The purpose of this Request for Expressions of Interest (RFEI) is to solicit submissions from Respondents, with expertise in municipal water main and sanitary sewer infrastructure engineering and construction. The City may select up to three (3) Respondents who, at the RFP stage, will submit detailed technical and financial Proposals for the Project, depending on the quality and nature of the submissions received. Project Area #1 - Ashwell Road Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm Cast Iron (CI) water main along Ashwell Road, between Wellington Ave and Spadina Avenue, to a 200mm Ductile Iron (DI) water main. The upgrade will consist of approximately 367m of 200mm DI water main installation and reconnection of all existing services. Project Area #2 - Wellington Avenue Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm CI water main servicing Wellington Road, between Fox Road and Hamilton Street, to a 200mm DI water main. The upgrade will consist of approximately 110m of 200 DI water main installation and reconnection of all existing services. Project Area #3 - Reece Avenue Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm CI water main along Nowell Street, between Princess Avenue and First Avenue, to a 200mm DI water main. The upgrade will consist of approximately 495m of 200mm DI water main installation and reconnection of all existing services. Project Area #4 - Nowell Street Water Main Upgrade To improve water quality, the City of Chilliwack wishes to upgrade the existing 200mm CI and 100mm CI water mains along Nowell Street, between First Ave Princess Avenue and the end of property, to a 200mm DI water main and 100mm DI water main. The upgrade will consist of approximately 170m of 200mm DI and 40m of 100mm DI water main installation and reconnection of all existing services. Project Area #5 - Annis Road Water Main Upgrade To improve water quality, the City of Chilliwack wishes to upgrade the existing 300mm CI Water main along Annis Road, between Chilliwack Central Road and Yale Road, to a 300mm PVC Bionax water main. The upgrade will consist of approximately 264m of 300mm PVC water main installation and reconnection of all existing services. Project Area #6 - Candow Street Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 100mm CI water main along the east and west alleys opposite of Candow St starting at Berkeley Ave and ending at Henley Ave, to a 200mm DI water main. The upgrade will consist of approximately 475m of 200mm DI water main installation and reconnection of all existing services. Project Area #7 - Henley Avenue Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm CI water main along Henley Ave, between Hillier Street and George Street, to a 200mm DI water main. The upgrade will consist of approximately 107m of 200mm DI water main installation and reconnection of all existing services. Project Area #8 - George Street Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 100mm CI and 150mm DI water main along George Street, between Henley Avenue and Yates Avenue, to a 200mm DI water main. The upgrade will consist of approximately 117m of 200mm DI water main installation and reconnection of all existing services. Project Area #9 - Andrews Avenue Water Main Upgrade To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm CI water main along Andrews Ave, between Broadway and end of property, to a 200mm DI water main. The upgrade will consist of approximately 178m of 200mm DI water main installation and reconnection of all existing services Project Area #10 - Knight Road Sanitary Sewer Upgrade Development and catchment area growth requires the replacement of approximately 404m of existing 200mm and 300mm PVC sanitary sewer with new 375mm diameter pipe downstream of Knight Road and along Knight Rd, between Luckakuck Creek (SMH 10260) and the east property line of 4555 Luckakuck Way (SMH 10113). The proposed works will include reconnection of all associated sanitary sewer services. Project Area #11 - Schweyey Road Sanitary Sewer Upgrade Development and catchment area growth requires the replacement of approximately 227m of the existing 200mm PVC sanitary sewer with new 450mm diameter HDPE pipe along Schweyey Road, from Chilliwack River Road at existing 450mm tie in to the downstream 450mm tie in. The proposed works will include reconnection of all associated sanitary sewer services. This work is located in a dyke. Project Area #12 - Sardis Vedder Sanitary Trunk Sewer Upgrade Development and catchment area growth requires the replacement of approximately 1505m of the existing 600mm concrete sanitary sewer with 1050mm concrete pipe (with gasket) along Spruce Drive and Wiltshire Street, from Wells Road (SPS 39) to north of Tilbury Drive at the existing 600mm concrete sanitary sewer. The proposed works will include realignment of the existing sewer and replacement of sanitary sewer connections and a new flow diversion manhole at SPS 39. Project Area #13 - Clarke Drive Water Main Upgrade (PROVISIONAL) To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 150mm CI water main along Clarke Drive, between Young Road and Riverside Drive, to a 200mm Ductile Iron (DI) water main. The upgrade will consist of approximately 253m of 200mm DI water main installation and reconnection of all existing services. Project Area #14 - Wells Road Water Main Upgrade (PROVISIONAL) To improve water quality and increase fire flow, the City of Chilliwack wishes to upgrade the existing 100mm Cast Iron (CI) water main along Wells Road between Rochester Avenue and Vedder Road, to a 200mm Ductile Iron (DI) water main. The upgrade will consist of approximately 759m of 200mm DI water main installation and reconnection of all existing services. Project Area #15 - Wiltshire Street Water Main Upgrade (PROVISIONAL) To increase fire flow, and improve operational efficiency, the City of Chilliwack wishes to upgrade the existing 150mm PVC water main and PVC water services along Wiltshire Street, between Pioneer Drive and Glendale Street, to a 200mm Ductile Iron (DI) water main. The upgrade will consist of approximately 375m of 200mm DI water main installation and replacement of existing water service connections with approximately 27 new Type K copper service connections of all existing services.
