Demolition, site work, paving and new construction of a bridge / tunnel in Stroudsburg, Pennsylvania. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Stroud Township, Monroe County, PA intends to contract for engineering and related services in connection with the replacement of existing Lessig Lane bridge. Firms interested in being considered for a contract to provide engineering services for the subject bridge project shall reply with five (5) copies of a Letter of Interest and Statement of Qualifications (LOI/SOQ) Said letters and statements received after this deadline will not be considered. Statements of Qualifications should not include any rates or prices. The statement of interest, at a minimum, shall identify the bridge that the submitting firm, and their subconsultant(s), is/are interested in providing engineering and related services. The selected engineering firm, and/or their subconsultant(s), if any, are required to have the professional staff and experience to perform any or all of the following duties associated with bridge replacement, including, but not limited to: attend site visits; prepare minutes; perform historical and archeological site research, prepare environmental mitigation measures, develop erosion control plans, coordinate with federal, state and county agencies, procure all necessary permits, and perform the following work: preparation of environmental clearance documents, wetlands delineation, PNDI search, field survey and easement descriptions, Phase 1 Bog Turtle Survey, plot topography and cross sections, flood impacts review, geotechnical engineering, preliminary bridge design, prepare type, size and location reports; prepare construction drawings, specifications and estimates; procure core borings; provide soil and foundation engineering reports; investigate and coordinate utility involvement and right-of-way acquisition; evaluate alternatives, using benefit/cost analysis; develop other details and narratives; review shop drawings and catalog cuts; prepare permit and construction plans, coordinate with bridge manufacturer and foundation designer, bridge plan preparation and submittal to PennDOT, preparation of bid package, bidding, construction administration and observation services, and occasional attendance at construction job conferences may be required. The following factors will be considered by the Township during evaluation of the firms or teams submitting LOI/SOQ: 1. Past experience of the prime and sub-consultant(s) in Pennsylvania with respect to work quality, cost control, timeliness of submissions, and PennDOT or their consultant s evaluation. Provide a client contact for PennDOT-inspected bridge projects. 2. Experience and technical competence of the team will be considered. List the key team members (project manager, lead bridge designer, lead geotechnical engineer, and environmental manager) for both the prime and sub-consultants, their individual years of applicable experience, and their experience on similar projects. If a single individual is to serve in multiple capacities (i.e. - project manager is also lead bridge designer), please specify. Provide a client contact person's name and telephone number for similar projects identified. 3. Firms must clearly describe their method of controlling the quality of project plans and submissions by outlining a project specific quality assurance/ quality control plan for the project team (includes sub-consultants). 4. How will you pursue project delivery in relation to developing and/or meeting design and construction project schedules 5. Team must demonstrate familiarity with the project and demonstrate how their experience and project approach can be beneficial to the success of the project. Team must demonstrate how their approach will result in a cost-effective project. The Township expects to act on selecting an engineering firm by April 4, 2023 or a later date should additional time be needed to evaluate submittals. The method of contractor selection has not been determined at this time.
