CATS is soliciting qualifications to develop comprehensive mobility strategies for low-income residents in disadvantaged neighborhoods and communities. In general, the selected firm's professional services responsibilities may include, but are not limited to, the following: I. PROJECT MANAGEMENT: A. Establish the framework and communications protocol for the project. B. Clearly identify the objectives, tasks, pricing, schedule, and personnel. C. Convene and support a kick-off and bi-weekly meetings of the Project Management Team. D. Deliverables include meeting agenda, notes, action lists, and materials. II. PLANNING CONTEXT: A. Complete detailed review of past and currently adopted relevant plans. B. Conduct stakeholder interviews of City, Town, County, and other partners. C. Deliverables include summaries of past plans and interviews. III. COMMUNITY ENGAGEMENT: A. Develop a Public Involvement Plan for this initiative. B. Identify champions and representatives of disadvantaged communities. C. Complete an initial survey to identify needs and measure awareness of on-demand mobility and technology solutions and barriers. D. Develop messaging and materials that communicate the importance of high-frequency network, mobility hubs, and first-/last-mile connections, such as improved travel time, increased access to jobs, and ability to meet other community and regional goals. E. Facilitate a series of community workshops to confirm adopted vision and prioritize implementation strategies. F. Deliverables include translation services, digital and printed materials, survey analysis, and workshops summary. The City of Charlotte ("City"), through its Charlotte Area Transit System ("CATS") department, is soliciting Statements of Qualifications ("SOQ" or "Submittal") from firms/teams (Firms) to provide a Route Restoration Planning Study (Services). The City is seeking firms whose combination of experience and expertise will provide timely, professional services to the City. The City reserves the right to waive technicalities and informalities. The method of Contractor Selection has not been Determined at this time.
