NASIC Facilities Directorate Support PERFORMANCE WORK STATEMENT A procurement by the U.S. General Services Administration Region 5 Contracting Division on behalf of National Air and Space Intelligence Center (NASIC) 4180 Watson Way Wright-Patterson AFB, Ohio 45433-5648 CLIENT PROGRAM: NASIC Facilities Directorate Support GSA SOLICITATION PIID: 47QFLA22Q0072 ACQUISITION ID: 47QFLAK0010 28 February 2023 Page 1 NASIC Facilities Directorate Support 1.0 INTRODUCTION/BACKGROUND The National Air and Space Intelligence Center (NASIC) Logistics Directorate (LG) provides planning, programming, engineering services, facility management, and construction management oversight for NASIC facilities and infrastructure. NASIC/LG operates the largest Sensitive Compartmented Information Facility (SCIF) in the USAF 2.0 SCOPE OF WORK 2.1. The contractor shall support NASIC/LG with overall facility maintenance and sustainment activities at the NASIC facility to provide facilities technical support to include system furniture installation/modification, electrician, facility specialists, and asset logistics management. 2.2. NASIC/LG requires Real Property Management Services (RPMS) support of on-site engineering and facility project management. The Contractor shall (1) work with NASIC/LG engineers to determine specific project requirements, (2) identify and recommend the best approach to meet requirements, and (3) report on progress of the defined tasks. All contractor efforts must be performed in accordance with Occupational Safety and Health Administration (OSHA), Intelligence Community, US Air Force, and NASIC policies and standards. 2.3. Provide RPMS technical subject matter expertise to support NASIC/LG efforts in the areas of planning, facility management, and production control. 2.4. Provide TS//SCI escort officials to guide uncleared project vendors, contractors, and government representatives throughout the NASIC complex. Firearms/weapons are not required nor authorized in support of this effort. 3.0. Employer-Employee Relationship: As defined in FAR 37.104 Personal Services Contracts, these services shall not result in the government acting as a contractor's employer. The contractor shall provide a contract program manager to provide total task management and supervise contractor personnel. The contract program manager shall serve as the primary point of contact to the Government Contracting Officer's Representative (COR) and/or Alternate Contracting Officer's Representative (ACOR) for all technical aspects of the required work. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against the unintentional establishment of an employer-employee relationship between the government and a contractor. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately. These services can be used to perform work that is closely associated with inherently governmental functions as defined in FAR 7.503 (d). Due to the nature of these functions, the government should closely manage contractor execution so that services provided do not result in performing work of a policy/decision making or management nature, i.e, inherently government functions as given in FAR 7.503(c). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. 4.0. PERFORMANCE WORK STATEMENT (PWS) REQUIREMENTS 4.1. Task 1 - Program management Page 2 NASIC Facilities Directorate Support The Contractor shall provide all labor and Non-Government Furnished Equipment (Non-GFE) to successfully complete all tasks supporting the management of the NASIC/LG Directorate to include the following: 4.1.1. The contractor shall create and maintain a Program Management Plan. The Program Management Plan shall describe, as a minimum, the resources necessary to accomplish the PWS. The Program Management Plan shall be completed and certified by the contractor, the Contracting Officer Representative (COR) and the Contracting Officer (CO) within 30 calendar days after award of the contract. 4.1.2. The contractor shall provide up-to-date task order status through Monthly Status /Financial Reports. Monthly Status/Financial Reports shall be unclassified and include details on the following items: (1) status of work performance; (2) any problems or concerns encountered that may impact cost or schedule; (3) status of open items from previous reports; (4) any suggested solutions; (5) personnel changes; (6) proposed government actions; (7) a summary chart of the current financial status (Firm Fixed Price/T&M labor, travel, and order level material (OLM)/Other Direct Cost (ODC). 4.1.3. The contractor shall provide an up-to date status through quarterly Program Management Reviews (PMRs). The contractor's Program Manager shall be required to present oral program reviews as requested by the NASIC/Government Contracting Officer Representative (COR). 4.1.4. The contractor shall prepare written documentation on the results of tasking to include verbal and written comments, informational memorandums and letters, meeting minutes, specialized technical reports and papers, and final report and studies. Present briefing on government selected studies, models or analyses associated with task efforts to various committees or panels as defined by the government. The contractor shall prepare and present briefing to the government appointed experts prior to the actual presentation, to ensure content accuracy and that security considerations are properly addressed and followed. 4.2 Technical Objective Task 2 - Project Support and Administrative Assistance 4.2.1. Facility Security Support (Administrative Support Escort Official): Provide high school/GED level or above TS/SCI cleared personnel to escort visitors throughout the facility (collateral and SCIF areas) that do not possess the required security clearances/access. The Contractor escort official shall maintain visual contact of their assigned visitors under escort and report suspicious activity in or around the facility. The Contractor Facility Security Assistant will not be armed with any weapon at any time and shall not be required to detain nor arrest. The following are major duties of the administrative support escorts: 4.2.1.1. The Contractor shall advise assigned visitors on government provided security requirements and guidance. The Contractor shall collect and return assigned visitor badges and facility keys to the NASIC Maintenance Division receptionist at the end of each visit. 4.21.2. In accordance with applicable security procedures, the Contractor shall escort personnel that do not have the required security clearances/access privileges while in the NASIC facility, including both the collateral areas and the SCIF. 4.2.1.3. The Contractor shall check the area before entering with uncleared personnel to ensure that classified material is properly protected. The Contractor shall clearly announce uncleared Page 3 NASIC Facilities Directorate Support visitors in the area upon arrival. The Contractor shall ensure adjoining offices are aware of uncleared visitors in the area. 4.2.1.4. The Contractor shall act as Controlled Access Monitor at entrances to NASIC complex. 4.2.1.5. The Contractor shall serve as the classified destruction witnessing official. 4.2.1.6. The Contractor shall receive and answer requests for information pertaining to building and office locations, locations of personnel, and other related items with NASIC buildings. 4.2.1.7. The Contractor shall answer telephones and receive visitors, provide routing information, and refer callers to appropriate staff members. 4.2.1.8. The Facility Security Support requirement may have a need for surge support. The Contractor shall provide additional surge support as requested by the Government. Surge support will be exercised at the discretion of the Government. The Contractor shall provide TS/SCI personnel within 30 days of the surge support. 4.2.2. Facility Technician Support: The Contractor shall provide high school/GED level or above Facility Technician personnel for facility support functions as required to support NASIC Missions. The Contractor shall provide facility technicians to supplement existing Government staffing toward a 24-hour, 7-day facility support effort. 4.2.2.1. The Contractor shall respond to a variety of facility concerns, assess concerns, provide best available mitigation, and stand-by on-site security escort support for other NASIC divisions and personnel (as necessary) to make needed repairs. The contract facility technician team shall provide personnel to specific shifts/days to support the facility 7 days per week and 24 hours per day, as required. 4.2.2.2. The Contractor shall participate in the current Facility Maintenance Division (NASIC/LGM) rotating on-call roster. 4.2.2.3. The Contractor shall utilize the NASIC EMCS (Energy Management Control System) monitoring capability to maintain constant situational awareness of mission systems throughout the main campus and other associated buildings. 4.2.2.4. The Contractor shall document issues, prepare work orders, reports and briefs, collect and analyze data, and provide suggestions for improvement in NASIC systems or processes. 4.2.2.5. The Contractor shall perform recurring facility reviews to capture potential concerns. 4.2.2.6. The Contractor shall assist in the classified destruction of material on an as required or as needed basis and may serve as a classified destruction equipment operator upon proper training and certification. 4.2.2.7. The Contractor shall perform appliance installation, removal, maintenance, and repairs. 4.2.3. Furniture Technicians, Electricians, and Move Team Support: The contractor shall provide experienced (min 10 yrs) facility technicians to plan, modify, repair, and install system furniture and journeyman-level electricians to modify, repair, and install electrical service. The furniture technicians Page 4 NASIC Facilities Directorate Support will also manage inventory, warehouse, order, receive, and dispose of government property. Technicians will also provide all aspects of move support to facilitate complex moves within and between SCIFs. 4.2.3.1 The furniture technician shall coordinate with NASIC communications technicians and Move Team leadership to ensure workstation, communication lines are operational. 4.2.3.2 The electricians shall coordinate with NASIC facility management technicians and/or host installation shop personnel as required prior to electrical systems modifications. 4.2.3.3 The contractor shall provide systems furniture and electrical changes to the AutoCAD technicians to ensure as-built plans/drawings are up-to-date. 4.2.3.4. The Facility Technician Support requirement may have a need for surge support. The Contractor shall provide the additional surge support as requested by the Government. Surge support will be exercised at the discretion of the Government. The Contractor shall provide TS/SCI personnel within 30 days of the surge request. 4.3. Technical Objective Task 3 - Surge Support Surge support may be required to satisfy rapidly evolving mission requirements across NASIC due to the growth of facility and NASIC mission partner organizations. This subtask shall be a separately priced option to the basic order that can be exercised multiple times (as needed) to meet real-world emergencies or to provide extended facility engineering management in the event of unexpected infrastructure and/or facility issues. The contractor shall provide surge support per the Government's request. The Contractor shall provide TS/SCI personnel within 30 days of surge requests. 5.0 PERSONNEL/REQUIREMENTS 5.1 Personnel 5.1.1 The contractor shall ensure personnel performing on TOs have the proper credentials allowing them to work in the U.S. Persons later found to be undocumented or illegal aliens will be remanded to the proper 5.1.2. The contractor shall notify the Government of any potential vacancy and prior to any staff member being removed, rotated, re-assigned, diverted, or replaced. 6.0. PERSONNEL SKILL LEVELS: The skill level an individual qualifies for is dependent upon relevant education, experience and capabilities of the individual which equip him/her to perform within the proposed category. The contractor shall propose the required disciplines, skill mix and level, which are most effective for accomplishing the task. 6.1. KEY PERSONNEL: Key personnel are defined as those individuals who are essential to the work being performed. The contractor's key management and technical personnel may require a valid Top Secret clearance with Sensitive Compartmented Information access (TS/SCI) at the time of contract award. There must be a sufficient number of appropriately cleared personnel to manage the tasks associated with this contract. Proposed Key Personnel shall be qualified in the appropriate labor category. The contractor shall provide resume(s) in sufficient detail to allow the Government to assess the qualifications, experience, and security level of the proposed key personnel requirements. The following positions are identified as Key Personnel: 1. Contract Lead Page 5 NASIC Facilities Directorate Support 2. Facilities Technicians 3. Furniture Technicians 4. Electricians 6.1.1. Key Personnel Substitution. The contractor shall not remove or replace any personnel designated as Key Personnel without making a written request to and receiving written concurrence from the Contracting Officer (CO). The contractor's request for a change to Key Personnel shall be made no later than ten (10) calendar days in advance of any proposed substitute(s) and shall include a justification for the change. The request shall (1) indicate the labor category or labor categories affected by the proposed change, (2) include resume(s) of the proposed substitute in sufficient detail to allow the Government to assess their qualifications, experience, and security clearance level, and (3) include a statement addressing the impact of the change on the contractor's performance. 6.1.2. Non-Key Personnel Substitutions 6.1.2.1 The contractor shall ensure that all proposed replacements (temporary or permanent) meet the security requirements for the replaced individual and all substituted personnel shall have equal or better qualifications than the labor category qualifications they replace, subject to the Government's discretion. 6.1.2.2. The contractor shall notify the Government of any potential vacancy and prior to any staff member being removed, rotated, re-assigned, diverted, or replaced. 6.1.2.3 Continuity of Qualified Personnel. The contractor shall maintain sufficient staffing levels to accomplish all required tasks. This includes a sufficient number of personnel with appropriate security clearance to handle, store, work with, generate, and manage any classified information associated PWS. 6.1.3. Personnel Transition. The contractor shall make every effort to perform tasks without loss of service to the Government. This may necessitate the use of temporary personnel to fill short term gaps between permanently assigned personnel. Failure of the contractor to employ an adequate number of qualified, appropriately cleared personnel will not be an excuse for failure to perform this work with the cost, performance, and delivery parameters of this Task Orders. 7.0. MANAGEMENT AND TRAINING. The contractor shall be responsible for selecting personnel who are well qualified to perform the required services, versed in supervising techniques used in their work, and for keeping personnel informed of all improvements, changes, and methods of operation. 8.0 EXCEPTIONS TO PERSONNEL QUALIFICATIONS: NASIC will accept nationally recognized experts and other personnel well qualified in the various labor categories in lieu of specified degree requirements on a case-by-case basis. When requested, the contractor shall furnish the specific qualifications of each individual proposed to work on the task. If key individuals are proposed who the contractor claim are nationally recognized experts or otherwise well qualified individuals, sufficient detail shall be given to allow the evaluators to verify this claim. Examples of special qualifications that will be recognized will include, but not limited to: (a) years of experience in the discipline(s) required for this effort; (b) publications; (c) presentations at national level conferences; (d) patents; (e ) copyrights; (f) professional affiliations; (g) university affiliations; and (h) special recognition(s); awards, and honors. All nationally recognized experts shall adhere to the same security clearance requirements, standard of conduct, and moral and ethical requirements. NASIC reserves the right to disapprove personnel not believed to be technically qualified. Page 6 NASIC Facilities Directorate Support 8.1. The following minimum experience levels apply to personnel required on this effort. Relevant experience may be substituted with formal education based on the technical information in section 3 and descriptions below. Unless stated otherwise, the Contractor shall provide personnel with a minimum of five years or more experience. Waiver may be granted by the Government on a case-by-case basis and at its sole discretion. The Contractor shall furnish adequate documentation to substantiate compliance with this requirement for each assigned staff member. The Contractor shall certify as to the accuracy and completeness of the supporting documentation. Program Manager: Program Manager is encouraged to fill dual role as Contract Lead and other contract responsibilities. The Program Manager shall also have demonstrated capability in the overall management of multi- task contracts of this type and/or complexity. Facility Security Support Escorts: Applies knowledge of the organization's security procedures, processes, and rules governing building access, reports of physical security violations, personnel clearances and identification, and computer access authorizations. Escorts personnel that do not have the required security clearance/access while within the NASIC facility, including both collateral areas and SCIFs. Extensive knowledge of NASIC's rules, procedures, operations, or business practices to perform the more complex, interrelated, or one-of-a-kind clerical processing procedures. Logistics Technicians: Provides logistics support in the areas of supply and material management research, tracking and procurement procedures, and transportation regulation compliance, and support agreement concepts. Provides support of procurement of required assets necessary to complete a variety of NASIC missions. Provide technicians with knowledge of USAF supply chain management to include: ordering, storing, asset management, disposal processes. Provide capability to determine appropriate recommendations for unresolved or questionable logistics problems and performs follow-up on daily tasks to include researching and recommending appropriate actions or interpretation of issues that impact the organization, command, or US Air Force. Provide expertise for logistics oversight including research, procurement recommendations, and future funding requirements for the NASIC logistics deployment issue cell. Performs Defense Reutilization and Marketing Office (DRMO) research procedures for NASIC to ensure compliance with the host base and US Air Force applicable regulations while providing feedback to the NASIC workforce to ensure standards. This position requires a minimum of Associates Degree or equivalent experience in the area of Logistics or Supply Chain Management. Facility Technicians: Provide Facility Technician personnel for facility support functions as required supporting NASIC Missions. Experience with facility and asset management concepts associated with management of large facilities. Experience maintaining, assessing, and managing complex building cooling, power, water, waste-water, and natural gas systems. Skilled craftsmen require minimum of journeyman-level certification. May serve as classified destruction official and classified destruction equipment operator. This position requires a minimum of Associates Degree or equivalent experience. Furniture Technicians, Electrician, Move Team: Provide experienced (min 10 yrs) facility technicians to modify, repair, and install system furniture and journeyman-level electricians Page 7 NASIC Facilities Directorate Support to modify, repair, and install electrical service. Maintain familiarity w/ industry standard systems furniture assembly & management. 9.0. GSA SERVICE SCHEDULE REQUIREMENTS 9.1. GSA SERVICE SCHEDULE NASIC will utilize GSA's Professional Services Schedule and the following Special Item Numbers: 871- 1 - Strategic Planning for Technology Programs/Activities; 871-3 - System Design, Engineering and Integration; 871-7 - Construction Management and Engineering. 10.0 DELIVERABLES/SCHEDULE MATRIX 10.1 DELIVERABLE ACCEPTANCE CRITERIA 10.1.1 Deliverables Acknowledgement: Deliverables (to include technical reports and briefings) issued under this contract shall contain the following acknowledgments: "This research was supported and monitored by the National Air and Space Intelligence Center (NASIC) under Contract (insert contract number here)". Furthermore, it shall have a disclaimer to the effect that the report is the Contractor's opinion based on information furnished to them and does not necessarily represent the opinion of any Government agency. 10.1.2. Inspection Point: The NASIC Contracts Support Branch (NASIC/XOXC) Contract Officer Representative will be the point for final inspection and acceptance by the Government for all special tasks, data, and reports called for during the contract period. For each task levied on the Contractor, the designated technical monitor shall be responsible for the evaluation and acceptance of all products resulting from an assigned task. 10.1.3. All work shall be subject to review by the NASIC government task manager (GTM). The work will be in accordance with NASIC policy as identified in the task order, regulations, instructions, or subsequent superseding documentation; or as conveyed to Contractor personnel by the NASIC COR or their designee(s) through the Contractor's Program Manager. 10.1.4. The Contractor shall deliver the draft/final reports under a Letter of Transmittal to the task monitor and approved by the COR in one hardcopy and one softcopy format (specified in each task order) in the NASIC/LG currently installed versions of Microsoft Office, or as specified in each individual task order. 10.1.5. The GTM will have ten (10) calendar days to review the draft deliverables and make comments. The contractor shall then have five (5) calendar days to make all recommended corrections/changes. The final report shall be delivered to the technical monitor and/or SME who will have five (5) calendar days for final review prior to acceptance or provide documented reasons for non-acceptance. If the Government fails to complete the review within the time specified, the deliverable will become acceptable by default. 10.1.6. The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor's accepted proposal. In the event of rejection of any deliverable, the Contractor will be notified in writing by Page 8 NASIC Facilities Directorate Support the COR of the specific reasons why the deliverable is being rejected. The Contractor shall have five (5) calendar days to correct the rejected deliverable and return it. 10.1.7 Guaranteed Final Report: In the event the Contractor is unable to complete the entire report in the contract because the cost of completion would be in excess of funds allotted to the contract, the Contractor agrees, notwithstanding any other clause in the contract, to furnish a Final Report. 10.1.8 Delivery of Reports: All classified deliverables must arrive at NASIC within the timelines specified in this Task Order. All classified deliverables shall be forwarded to the COR (or their appointed representative) as follows: 10.1.9 Collateral Reports: All reports classified SECRET or below shall be hand-delivered to NASIC or forwarded via registered mail, postage affixed, directly to: Outside wrapper markings: NASIC/XOXC ATTN: Contract Number/Task Order Number 4180 Watson Way Wright-Patterson AFB, OH 45433-5648 10.20. The contractor shall prepare and present briefings to the Government when requested on the results of efforts undertaken for this PWS. 13.0. TRAVEL REQUIREMENTS Contractor personnel may be required to travel to perform the efforts required in this PWS. All travel must be approved prior to occurrence. Failure to obtain pre-approval will result in non-payment by the Government. 13.1. The contractor may be required to travel within the CONUS and OCONUS. Travel (to include security clearance requests) within the CONUS shall be coordinated and authorized by the NASIC Contracting Officer Representative (COR) at least 15 business days prior to trip (unless notification Page 10 NASIC Facilities Directorate Support was received by the COR or CO after that period) and prior to incurring costs. Contractor must provide an estimated cost for travel with the approval request. Contractor costs for travel will be reimbursed in accordance with FAR 31.205-46, in arrears. The travel costs shall be reasonable and allowable as defined in FAR 31.201 and in accordance with the limitations of the Joint Travel Regulation. For OCONUS travel, the contractor shall comply with the Foreign Clearance Guide (FCG) and shall be responsible for ensuring timely compliance with all FCG requirements. The contractor shall be responsible for all preparations to include passports, inoculations, and transportation expenses. All clearance requests shall be sent to the GSA CO or Government Technical Monitor at least 30 calendar days prior to the trip (unless notification was received by the COR or CO after that period) and prior to incurring costs. The travel costs shall be reasonable and allowable as defined in FAR 31.201 and in accordance with the limitations of the Department of State Standardized Regulation. The contractor shall prepare a trip report summarizing the travel performed. The report will be submitted electronically to the government task manager and COR 10 calendar days after the travel has occurred. The contractor shall invoice monthly on the basis of cost incurred. The contractor must provide documentation in support of all travel expenses. The contactor will not be reimbursed for local travel (within a 50-mile radius of the Government/contractor's facility) or commuter travel (commute from home to work site). Invoice submissions including travel costs shall include completed travel expense sheets (i.e., travel voucher) for each trip and each employee who traveled. The travel expense report, receipts of $75 or more (with exceptions being lodging and transportation), and supporting documentation (e.g., approval email for exceeding per diem rates, cost comparisons, etc.) shall be submitted with the invoice. Expense report(s) must include the traveler's name, dates of travel, destination, purpose of travel, Approval Authority documentation (e.g., copy of the e-mail authorizing travel by Government official), and cost for each trip. All travel costs shall be compiled into the Government provided travel expense sheet provided within the TO or similar document that has been determined to be acceptable by the Government. The entire submission shall be complete and organized to enable the Government to complete an efficient review. Submissions that are not complete and organized are subject to rejection. Page 11 NASIC Facilities Directorate Support 14.0 ORDER LEVEL MATERIALS (OLM) AND OTHER DIRECT COSTS (ODCS) 14.1 Material requirements will include an OLM not-to-exceed line item with a T&M pricing arrangement. When acquiring OLMs over the simplified acquisition threshold, unless the contract holder has an approved purchasing system per FAR 44.3, the contract holder will obtain a minimum of three quotes to support the reasonableness of the price of that item. If three quotes cannot be obtained, the contract holder will document the reason. Prior to purchase of an OLM, the CO will make an independent determination that the prices for proposed OLMs are fair and reasonable. The CO may request documentations concerning any quotes obtained by the contract holder to assist in this determination. OLM cannot exceed 33.33% of the total cost of the order. 14.1.1 If the contract holder's schedule contract does not have OLM authority, the holder must: 14.1.2 Accept the Commercial Supplier Agreement (CSA) mass modification that adds GSAR clause 552.212-4 Contract Terms and Conditions Commercial Items (JAN 2017) (DEVIATION - FEB 2018) (ALTERNATE I - JAN 2017) (DEVIATION - FEB 2007) to the contract. 8.1.2.1 Accept the OLM mass modification that adds the Order-Level Materials Special Item Number (SIN) and GSAR clause 552.238-82 Special Ordering Procedures for the Acquisition of Order-Level Materials to the contract. By accepting the OLM mass modification, the Order-level Materials SIN and GSAR clause 552.238.82 will automatically be added to the contractor's existing contract and applicable GSA etools, such as GSA eLibrary. Contractors may begin to propose OLMs in response to customer's requirements following acceptance of the OLM mass modification. 14.1.3 Contracts with material requirements that cannot be met via OLMs (e.g., in the case of non-commercial materials) will include an ODC not-to-exceed line item with a cost reimbursable pricing arrangement. When acquiring ODCs over the simplified acquisition threshold, unless the contract holder has an approved purchasing system per FAR 44.3, the contract holder will obtain a minimum of three quotes to support the reasonableness of the price of the item and provide the quotes to the CO. If three quotes cannot be obtained, the contact holder will document the reason and provided this to the CO. The contract holder will request CO approval of the ODC prior to incurring any cost. 14.1.4 Manufacturers' Literature and Drawings: The Contractor shall be responsible for obtaining, storing, and preserving all literature, manuals, and drawings that accompany purchased items or services on behalf of the government. 14.1.5 Warranties: The Contractor shall obtain, register, and retain all manufacturers' commercial warranties. If manufacturers' warranties are optional or if manufacturers offer optional warranty periods and/or provisions, the Contractor shall obtain prior written authorization from the Government as to which warranty periods and/or provisions to purchase along with verification of funding. The Contractor shall purse remedies under the warranty if equipment fails during the warranty period. 15.0 WORK PERFORMANCE HOURS Normal hours of operations are Monday through Friday between the hours of 6:00 am and 6:00 pm local time. In the event of unforeseen circumstances requiring hours to be modified, the Contractor must obtain authorization from the Contracting Officer Representative prior to anyone deviating from the normal work hours. Page 12 NASIC Facilities Directorate Support SME/Project Manager Personnel are authorized to respond to all incidents which necessitate an immediate response with no prior approval. The Contractor shall notify the COR not later than the end of the following business day that a response was warranted. 15.1 Contractor Holidays. The prices/costs in the contract include holiday observances; accordingly, the Government will not be billed for such holidays. Any work to be performed on an observed holiday, shall be submitted for approval to the CO a minimum of 10 days before the work is to occur. The request shall include the name of the contractor, the number of hours requested, and a Government POC who will be available to sign the contractor in and out of the facility. If approved by the CO, the contractor shall only bill the Government at the established hourly rate, and not at a higher holiday/overtime rate. Observed Federal holidays are delineated via the OPM Federal Holiday website (https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/). 16.0. GOVERNMENT FURNISHED ITEMS 16.1 Government Furnished Facilities For Contractor personnel assigned to NASIC at Wright-Patterson AFB, Ohio, the Government will furnish a desk, file cabinets, and reasonable workspace necessary to carry out the duties of the filled position. Contractor personnel shall follow the regulatory guidance concerning use, maintenance, security, and safety of Government facilities. 17.0 Government Furnished Equipment and Information 17.1 Government Furnished Equipment/Government Furnished Property (GFE/GFP). If the contractor requires GFE/GFP to accomplish tasks, the contractor shall specify the requirements in the technical proposal and shall be subject to Government approval. Should the Government disapprove any GFE/GFP requested in the proposal; the contractor shall be prepared to accomplish the requirements of the SOW without the requested GFE/GFP. 17.2 Information Sources. Qualified Government personnel will be available to provide technical input, answer questions, review completed draft deliverables and provide feedback. Timely communication is essential to meet shortened suspense dates, particularly as it relates to documentation and informational meetings and briefings. NASIC will provide access to JWICS, SIPRNET, NIPRNET, and all-source intelligence data required to complete the items in the PWS. 17.3 Contractor Liability. The contractor shall conserve and protect Government resources. The use of these resources for non-Governmental use is prohibited. The contractor shall repair any Government-owned equipment, which is damaged through or by the fault of the contractor, with equipment of equal or better quality, at no cost to the Government. All repairs and/or replacement of GFE/GFP must be pre-approved by the contracting officer. 17.4 GFE/GFP Inventory. The contractor shall maintain a current list of all GFE/GFP and provide it to the contracting officer. 18.0 SECURITY 18.1 Security Clearance - The contractor shall have an appropriately cleared Top Secret Sensitive Compartmented Information (TS/SCI) facility clearance at the time of award in order to conduct classified work for the government. These contractors will require a clearance and access up to Top Secret//SCI. Page 13 NASIC Facilities Directorate Support 18.2 Classification Specification (DD Form 254) Security requirements will be outlined in the DD Form 254. Top Secret clearance with access to Sensitive Compartmented Information (TS/SCI) and Special Access Program (SAP) access may be required. 18.2.1 The contractor shall submit a DD Form 254 for all assigned subcontractors within 30 calendar days of issuance each sub-contract. 18.2.2 The contractor shall submit an SCI Eligibility Nomination Package to the COR for each proposed individual requiring TS/SCI. 18.2.3 In the event an individual's eligibility decision exceeds 30 calendars days beyond the TO award date, the Government reserves the right to request the nomination of a replacement candidate. Where no suitable candidate is nominated within 10 calendar days of the Government's request, the Government reserves the right to cancel the TO award and issue a subsequent TO award. 18.3 The Use of Foreign Nationals. A foreign national is defined as all persons not citizens of, not nationals of or immigrant aliens to the U.S. It is expected that some materials marked NOT RELEASABLE TO FOREIGN NATIONALS (NOFORN) will be passed to the contractor in support of various tasks issued. Any Foreign National will be prohibited from reviewing material with this handling caveat. Per DoD 5220.22-R, dated 17 Feb 87, paragraph 1-237, Immigrant alien is defined as any person lawfully admitted into the U.S. under an immigration visa for permanent residence. 18.4 Privacy Act Information. The provisions of the Privacy Act of 1974 protect information, and therefore all contractor personnel and any subcontractors assigned to this contract shall take the proper precautions to protect the information from unauthorized disclosure. 18.5 Operational Security (OPSEC). Critical Information (CI) associated with any TO shall be protected to prevent adversary collection and exploitation. The contractor shall implement security requirements as directed by the Government's OPSEC Plan including initial training and reoccurring training, which shall be provided as Government Furnished Information (GFI). 18.6 Intelligence Oversight Reporting and Training Requirements. In accordance with DoDD 5148.13, Intelligence Oversight, contractor personnel are required to report any Questionable Intelligence Activity (QIA) or Significant or Highly Sensitive Matter (S/HSM) to the USAF and GSA COR. Per AFI 14-104, all contractor personnel are required to complete initial Intelligence Oversight training within 60 days of assignment and refresher training annually thereafter. 18.7. Target Supported Base Access: The Contractor shall appoint a Contractor Primary Focal Point for all base access requirements. The Contractor shall notify the COR of all Contractor personnel that will require base access. The Contractor shall have all employees requiring access to obtain interim personnel passes, as necessary from base Pass & Registration. Base access shall be permitted only for task related activities or meetings requested by authorized Government personnel for this task. 18.8 Non-essential DoD Contractor Services: The services described herein have been determined nonessential as defined in DoD Instruction 3020.37, "Continuation of Essential DoD Contractor Services During Crisis." 19.0 PERIOD OF PERFORMANCE Page 14 NASIC Facilities Directorate Support The contract will have a one-year base ordering period and four (4) one-year optional ordering periods. 20.0 REHABILITATION ACT COMPLIANCE (SECTION 508) Unless otherwise exempt, all services and/or products provided in response to this requirement shall comply with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR part 1194.) 21.0 QUALITY Both the contractor and the Government have responsibilities for providing and ensuring quality services respectively. 21.1 CONTRACTOR QUALITY MANAGEMENT The contractor shall identify and implement its approach for providing and ensuring quality throughout its solution to meet the requirements of individual Task Order's PWS via the contractor's Quality Management Plan (QMP). The QMP shall describe the application of the appropriate methodology (i.e., quality control and /or quality assurance) for accomplishing performance requirements. The QMP shall describe how the appropriate methodology integrates with the Government's requirements. The contractor shall make the QMP available to the Government for review upon request and shall obtain acceptance of the QMP by the Contracting Officer (CO) as required. The contractor shall make appropriate modifications to the QMP (at no additional cost to the Government). The Government has the right to require revision of the QMP (at no additional cost to the Government) should the QMP fail to deliver the quality of the services required at any time during performance. 21.2 PERFORMANCE BASED REQUIREMENTS SERVICE DELIVERY SUMMARY Specifics with regards to Performance Standards, Acceptable Quality Level (AQLs) and Incentives/Disincentives are defined in the PWS collectively titled as the Service Delivery Summary (SDS). The SDS criteria will be used to determine if performance requirements are met. 21.3 GOVERNMENT QUALITY ASSURANCE The Government will perform periodic reviews of the contractor's performance in accordance with the Government's Quality Assurance Surveillance Plan (QASP). The Government reserves the right to review services to be provided, including those developed or performed at the contractor's facilities, to determine conformity with performance and technical requirements. 22.0 PLACE OF PERFORMANCE 22.1 Primary Locations. The majority of the work shall be accomplished at NASIC, 4180 Watson Way, Wright-Patterson AFB, Ohio 45433. Limited task may be accomplished at the contractor's facility. These potential locations shall be stated on the DD Form 254. 22.2 Applicability of Telework 14.2.1 All work performed at locations other than those identified as Government and/or contractor facilities shall be approved prior to performing the work. Federal contractors are not governed by Office of Personnel Management (OPM), GSA, or the individual agency policies; however, this does not prohibit contractor personnel from actually working at an alternate site, when/as appropriate and specifically authorized by the Government. The contractor shall develop telework policies to comply with the following requirements and address such requirements at a Page 15 NASIC Facilities Directorate Support generic level within their QMP. Alternate work arrangements for contractors shall be negotiated with the contractor's own employer and the appropriate agency official, to ensure policies and procedures are in close alignment and there is a clear and concise arrangement documenting the agreement. It remains the contractor's responsibility to ensure the services are performed in accordance with the terms and conditions of the contract/order. 14.2.2 The contractor shall address the pertinent facts impacting performance and ensure all affected contractor resumes and other related documentation reflects the applicable work site. The contractor shall provide justification to the Government when identifying and submitting an individual as a telecommuter and address implementation processes and procedures within the QMP. The contractor shall be responsible for ensuring the Government has the required access/details necessary for the Government to perform quality assurance responsibilities. 1.4.2.3 The contractor shall comply with all agency security telework policies. The contractor shall ensure all services provided from an alternate site comply with the Federal Information Security Management Act of 2002 (FISMA) and address the following, as a minimum: o Controlling access to agency information and information systems o Protecting agency information (including personally identifiable information) and information systems. o Limiting the introduction of vulnerabilities. o Protecting information systems not under the control of the agency that are used for teleworking. o Safeguarding wireless and other telecommunications capabilities that are used for teleworking; and o Preventing inappropriate use of official time or resources that violates subpart G of the Standards of Ethical Conduct for Employees of the Executive Branch by viewing, downloading, or exchanging pornography, including child pornography 23.0 SPECIAL INSTRUCTIONS 23.1 Identification of Contractor Personnel. Contractors shall identify themselves as contractors during meetings, telephone conversations, and in electronic messages, or correspondence. All contractoroccupied Government facilities shall be clearly identified with contractor supplied signs, or name plates identifying the contractor work areas. 23.2 Close-Out Procedures. The contractor shall provide a final invoice no later than 120 calendar days after the end of each period of performance. If finalized rates are preventing the final invoice, quick closeout procedures as referenced in FAR 42.708, Quick Closeout will be utilized to negotiate final rates. Additionally, the contractor shall provide a Release of Claims no later than 60 calendar days from the submittal of the final invoice. The contract will be modified for closeout. 23.3 Emergency Conditions. In the event an emergency is declared for WPAFB necessitating the implementation of an alternate work schedule (other than a standard 8-hour day, Monday-Friday work week), services provided under this contract may require implementation of an alternate work schedule, not to exceed a 40-hour work week. The Contracting Officer will make notification to the appropriate contractor's point of contact. A modified work schedule will be adopted for the duration of the declared emergency and the contractor will comply with the provisions of that alternate work schedule. 23.4 Information Technology (IT) Page 16 NASIC Facilities Directorate Support 23.4.1 All IT documentation and solutions implemented at NASIC shall conform to and shall be in compliance with the NASIC Enterprise Architecture as published by the EAO and approved by the NASIC CIO. Deviations from the NASIC IT standards shall be addressed through the processes outlined in NASIC Guiding Principles, Guardrails, standards, and additional policies accordingly. All contractors and personnel requiring accounts with elevated system/network privileges shall be trained and certified in accordance with DoDD 8140.01 - Cyberspace Workforce Management Program and DFARs 252.239-7001, Information Assurance contractor Training and Certification Program. The following IT Systems are required in performance of this contract: NIPRNET, SIPRNET & JWICS. All contractors on this contract will require government-issued, Common Access Cards (CACs) for NIPRNET access. 23.4.2 All IT solutions developed under this effort shall be fully turned over to the Government without use restriction or limitation on the Government's ability to provide the IT solution and/or source code to any other third party.
