The Scope of Work under this contract consists of furnishing all supervision, labor, materials, equipment, tools, and associated work necessary to complete the Package 1: Improve Runway 4 RSA project for Talbot County - Easton/Newnam Field Airport. The scope of work for this project includes drainage and stormwater improvements, mass earthwork, wetlands/waterways relocation, parking lot and loading dock pavement demolition and crushing, new haul/service gravel roads, and fencing in support of the 1st construction package of the Airfield Modernization Program at ESN. The deadline for receipt of questions is Wednesday, April 5,2023 All Contractors who obtain the plans and specifications from AECOM will be provided with bidding information electronically as registered plan holders All bids shall conform to the requirements outlined in the bid documents. Each bid shall be accompanied by all completed bid forms (see Contract Specification Manual) and a bid guaranty in the amount of 5% of the total bid amount which shall be in the form of a Cashier's Check made payable to Talbot County, Maryland, or a bid bond which is underwritten by a surety company approved by the County. Qualified minority business enterprises (MBEs) and women's business enterprises (WBEs) are especially encouraged to participate. For any subcontracts, the prime contractor shall also encourage the participation of MBEs and WBEs. The Bid Package submitted by the successful bidder must be reviewed and approved by the Federal Aviation Administration and the Maryland Aviation Administration prior to award of the Contract. Accordingly, it is intended that the project be awarded to the successful bidder within 120 calendar days of the date specified above for publicly opening sealed bids. All unit prices shall be developed with consideration for project construction start-up in 2024 as described by the Bid Documents. The County Council of Talbot County reserves the right to reject any or all bids or to accept any bid, or portions thereof, when, in their judgment, the public will be better served.
