The City of Union Gap invites separate sealed BIDS for the construction of the REGIONAL BELTWAY AREA UTILITIES EXTENSION, HLA Project No. 22038 including the following approximate major quantities of work: 5,350 LF of sanitary sewer pipe, 18 manhole structures, 100 CY of select backfill, and related improvements. This contract has ninety (90) working days to complete the work. All questions should be directed to Michael D. Uhlman, PE at 509-966-7000 or muhlman@hlacivil.com. The City of Union Gap (City) will dig three (3) test pits at the locations shown on the attached exhibit. The City will dig Test Pit #3 at 10:00 a.m. on Thursday March 16, 2023. Test Pit #1 and #2 will be dug prior to Test Pit #3 and will remain open. All interested contactors are welcome to attend and shall access Test Pit #3 and #2 from Fullbright Park and Test Pit #1 from Longfibre Road. Please plan to meet at Fullbriqht Park by 9:50 a.m. on Thursday March 16, 2023. HLA and the City will guide contractors to test pits. Pictures of the test pits will be available upon request. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the City of Union Gap for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the City of Union Gap in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed and filed with the Clerk on or before the day and hour above mentioned. The City of Union Gap, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
