The Carver County Board of Commissioners reserves the right to reject any or all proposals. The Highway 11 proposals shall include preliminary and final design, geotechnical exploration and engineering, and permitting associated with various other agencies as outlined in the Project Specific Tasks. Responders are encouraged to propose additional tasks or activities if they will substantially further and improve the results of the project. CSAH 11 from approximately 0.27 mile north of Trunk Highway 5 to 0.1 mile south of Trunk Highway 7 Carver County is soliciting for proposals for the Highway 11 Project - Carver Park Reserve, which includes Preliminary and Final Design for approximately 2.5 miles of Highway 11 located in the western portion of the City of Victoria and the Carver Park Reserve (a Three Rivers Park District recreation area). County State Aid Highway (CSAH) 11 is classified as a major collector roadway and is a corridor that connects the City of Victoria to Trunk Highway 7. Carver County is planning to widen the shoulders of CSAH 11 and rehabilitate the existing pavement. This project is a State Aid project and will need all necessary project design and documentation to satisfactorily address all concerns from the various local and state agencies needed for permitting, plan approval, bid authorization and bid letting. The design will be required to meet storm water management criteria of the Minnehaha Creek Watershed Management Organization and the City of Victoria, and will include the development of a wetland mitigation plan and replacement plan as required. The design should meet the requirements for the permitting agencies associated with the anticipated floodplain impacts as well. This project will require close coordination with the Three Rivers Park District. It is likely that the land acquisition associated with this project will have LAWCON implications. Evaluation and consultation will be required concerning the mitigation of impacts and coordination with multiple agencies to address the land acquisition of LAWCON purchased parcels.
