The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for Concrete Repairs project at Blackwater Dam in Webster, NH. The NAICS code for the work described below is 237990. The project is planned to be issued in December 2024 and will be set aside for Small Businesses. The period of performance will be approximately 180 days. The estimated magnitude of this project is between $500,000-$1,000,000. Blackwater Dam is located in the Town of Webster, New Hampshire, on the Blackwater River, 10 miles upstream of the confluence of the Blackwater River and Contoocook River. It is located in central New Hampshire, about 15 miles north of the Town of Penacook, New Hampshire. The dam consists of a rolled earth fill embankment and concrete non-overflow section, outlet works and an uncontrolled concrete ogee weir spillway. Construction of the project began in the spring of 1940 and was completed in November 1941. Fiber Reinforced Plastic (FRP) liner was placed in 1964 which provided lining for the conduits, conduit entrance nosings and discharge apron with a fiberglass cloth and epoxy resin. This lining was installed to provide a smooth surface in the conduits and to prevent further erosion and spalling of the concrete. Over the years, concrete along with the liners at the inlet nosing have exhibited extensive spalls requiring repairs. Scope of the repairs for Blackwater Dam includes: Inlet nosing at conduit entrances: Remove deteriorated FRP liner, remove existing concrete to sound concrete (4" deep), install rebar anchors and welded wire fabric reinforcing, and apply polymer modified concrete thick patch (4 nosing total). Work in the conduit inlet nosing area will require a phased temporary flow diversion structure to direct stream flow to a single open conduit while working on two that are kept dry during the low flow construction window. At the non-overflow sections of the dam, work consists of removal of previously patched areas that are deteriorating and applying new polymer concrete patches to be followed by the application of penetrating sealer to the exposed concrete area. In-water works will be conducted during low flow water period of Summer of 2025. Please note that this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about November 2024. Neither telephonic, mailed, nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov). In order to download the solicitation, offerors must access the Procurement Integrated Enterprise Environment (https://piee.eb.mil/).
