Bids Must Be Made on Standard Proposal Forms, in the Manner Designated Therein, and Required by the Specifications, Must Be Enclosed in Sealed Envelopes, Bearing the Name and Address of the Bidder and the Name of the Project on the Outside, Addressed to Franklin Township and Must Be Accompanied by a Non-collusion Affidavit and a Bid Bond or Certified Check for Not Less Than Ten Percent (10%) of the Base Amount Bid, and Be Delivered at the Place on or Before the Time Named Above.
