Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 236220 and the business size standard is $39.5 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the magnitude of this project is between $500,000 and $1,000,000. The location is Monocacy District Maintenance Facility, 18027 Pleasantville Road, Knoxville, Frederick County, Maryland 21758. The period of performance is for 180 days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Proposal (RFP) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Project Description The Chesapeake and Ohio Canal National Historical Park has a requirement to demolish and rebuild the Monocacy District Maintenance Facility. In its current configuration, approximately half of the building is resting on a concrete slab, and the other half of the building contains a basement, which rests upon a footing that supports the above grade section of the structure. This project will remove the existing collapsed building structure and existing attached steel building to include the slab foundation for the old steel building. The profile and footprint of the building will remain the same 40' x 50'. The existing basement will be filled in. A new 40' x 50' monolithic slab will be poured to support the new prefabricated steel shop to be installed. The contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and all other necessary items to complete this project, performing all work in complete compliance with this Scope of Work, and any plans, drawings, and specifications issued or directed through this solicitation and award in order to ensure quality workmanship. At a minimum, the supplies and materials shall be of a quality to conform to all applicable Federal specifications. The work of this contract includes, but not limited to the following work: 1. New water supply system with filtration and UV. Existing well and casing is to be re-used. Sanitary grout seal will be replaced. New pump will be installed. Existing waterline and electrical service will be replaced. New water line and electric service for the water pump will be replaced in the existing service trench. 2. Septic system to be replaced in the same footprint and disturbance of the existing system. 3. One complete pre-engineered metal shop facility to include office space, restrooms, common area and maintenance bay outfitted with dust collection system, exhaust, air compressor and vehicle lifts. New building will rest on a new size inch thick concrete foundation. Old foundation will be demo. 4. New mechanical, electrical, plumbing and HVAC systems to include a Single Phase/300-amp electrical service, mini-split heat pump system for office area and ducted head pump system for the maintenance bay. 5. One new 40' x 50' pole barn to be installed in the South East corner of the compound. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
