Under Part 10.5.3 of the Health, Safety and Reclamation Code for Mines in British Columbia, permitted mines are required to complete annual inspections of tailings storage and water management facilities and associated dams and have a report prepared by the engineer of record. Submission of the Dam Safety Inspections (DSIs) reports is required under 10.4.4 of the HSRC. The purpose of the DSI is to review and evaluate the adequacy of performance and operation of the overall facility, with specific attention on short-term physical condition and surveillance results. Under Part 10.5.4 of the HSRC, permitted mines are also required to submit a Dam Safety Review Report on the tailings storage, water management facilities and associated dams at least every 5 years or as directed by the chief inspector. The DSR is performed by an independent Professional Engineer, with the purpose of evaluating the performance and operation of the facility relative to dam safety standard of practice. The Office of the Chief Inspector, Ministry of Energy, Mines and Low Carbon Innovation, is seeking geotechnical engineering expertise to review DSI and DSR submissions for mines to ensure consistency and compliance.
