The City of Calgary ("The City") is seeking the services of a qualified multi-disciplinary consulting firm with expertise in statutory policy, land use and transportation planning, transportation engineering, land use bylaw development, urban design/structure, engagement and project management. The consultant will work with The City team to deliver the Calgary City Building Program, which includes the following three projects: Update the Municipal Development Plan (MDP) and the Calgary Transportation Plan (CTP) into one integrated statutory policy document ("The Plan") Develop a new Land Use Bylaw (LUB); and Update the Complete Streets policy and guidelines. The majority of the work for the Consultant will focus on projects 1 and 2; however, some support for the integration of Complete Streets policy may be required. This project anticipates the following Phases: Phase I: Research, Development, Urban Structure and Land Use Bylaw Methodology and Districts, Engagement (Q3 2023 - Q1 2024) Phase II: Validation and Iteration, Engagement (Q4 2023 - Q3 2024) Phase III: Drafts, Reporting and Approvals (Q3 2024 - Q1 2025) Note: Phase 3 may require a completion date extension based on feedback from Council. Council may require additional actions to amend deliverables or communicate with concerned parties regarding what is proposed prior to a final decision. The Consultant would be expected to work with City administration to respond to this direction. Unless otherwise stated in the Agreement Letter, the award under this RFP will be for all Phases (I, II and III) of the Requirements, subject to approval by The City after each Phase. Additional scope of work to undertake Phase VI - Learning, Discovery, and Implementation (Q1 2025 - Q1 2026) may be required of the Consultant and is subject to invitation based on successful performance and outcomes in Phase I-III and subject to available budget. The method of contractor selection has not been determined at this time.
