The City of Tempe is transitioning to an electronic submittal system for its Request for Qualification (RFQ) procurement. Physical submittals will no longer be accepted. Details of the electronic submittal process are outlined in Section IV below. The 5th Street Streetscape is a redesign and reconstruction of a Tempe collector street connecting Tempe City Hall, Tempe Police Department, Tempe Municipal Courts, Mill Avenue, ASU, Sun Devil Stadium, Transportation Center, Light Rail, Transit Service, mixed-use development, multi-family housing, hotels, Hayden Butte, historic and redeveloping neighborhoods. The half-mile streetscape project for Fifth Street between Farmer and College avenues will create an iconic and sustainable street for all modes of travel and users. The project is intended to create a street with greater multi-modal access for all users by expanding landscaping and shade, enhancing bicycle, transit and pedestrian facilities and ADA upgrades as identified in the Transition Plan. The project will enhance a sense of place by including gateway treatments, shade enhancements, additional crosswalks, on-street parking, and medians. The project will also explore integration of low impact development and sustainable practices like water harvesting and greater tree canopy coverage. The project will also include security hardening at vulnerable locations including Tempe City Hall, Tempe Municipal Courts and Tempe Police Department Headquarters. The project will also provide potential locations of security cameras, electric vehicle charging stations, and evaluate/recommend the implementation of new curbside management techniques utilized in other cities. The City reserves the right to accept or reject SOQs that exceed the maximum page limit.
