**As of May 9, 2023, Project has been awarded. Award amount is $529,291.34** Deviation from this submittal procedure will subject the proposal to rejection. The work of this Contract for the base bid includes, but is not necessarily limited to the following: Traffic signal and intersection improvements including road shoulder widening, concrete curb removal and new concrete curb installation, handicap sidewalk ramps and sidewalk construction, hot mix asphalt paving, traffic signals and striping, shoulder restoration and all else necessary and incidental thereto. Each Proposal must be submitted utilizing the forms contained within the Contract Documents. The Township intends to award the contract based on the Total Bid Amount for the base bid. It must be enclosed in a sealed envelope bearing on the outside the name of the BIDDER, his address and name of Project(s) for which the Bid is submitted. Materials to be contained within the sealed envelope are specified under "Instructions to Bidders." Bid Proposals shall be complete, in ink, and any Bids incomplete or not submitted in a sealed, specially addressed envelope may be considered informal. Each Bid must be accompanied by a proposal guarantee in the form of a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the full amount of each Contract Bid, not to exceed $20,000. Surety shall be made payable to: Township of Lacey, and shall be without condition or qualification. All Bidders shall be required to comply with Chapter 127, P.L. 1975, requiring each Bidder and each subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an Affirmative Action Program of equal opportunity which guarantees minorities employment in all categories. --Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. Seq. and N.J.A.C. 17:27. --All Bidders must also comply with the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. and the N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963. The Township reserves the right to waive any informalities or to reject any and all Bids, if it is in the public interest to do so. If the Bidder is a Corporation or a Partnership, the Bidder, in conformance with Chapter 33, P.L. 1977, shall submit with his Bid, a statement setting forth the names and addresses of all stockholders who own a 10 percent or greater interest in the firm. No oral interpretation shall be made to any Bidder as to the meaning of any of the Contract Documents or be effective to modify any of the provisions of the Contract Documents. All questions shall be submitted in writing to the Engineer and shall be postmarked at least ten (10) days before the established date for Bid opening.
