Under PG&E's electric Rule 20A program, the City receives $219,948 each year in PG&E allocations for use in undergrounding overhead utilities in qualifying streets. The City currently has $5,736,010 of Rule 20A credits. Staff has developed a multi-phase program for the downtown area to underground the existing overhead electric, telephone, and cable facilities. City Council adopted Ordinance 2020-12 on August 4, 2020, which created the Webster and Empire Street Underground Utility District (District) in the Heart of Fairfield. Creation of the District resulted in an order to underground all poles, overhead wires and associated overhead structures used for electrical and communication services. This project is included in the City of Fairfield's 2025-2030 Capital Improvement Plan (CIP). As of December 2, 2025, per the owner, this project is currently on hold for 10 years. PG&E has postponed distributing Rule 20A credits to the City until 2035. Information regarding a design team or a general contractor is not available.
