Subject to conditions prescribed by the University of California, Davis, responses to the University's prequalification documents for a Lump Sum contract are sought from prospective bidders for the following project: Arboretum Waterway Enhancement Project, Project No:9539500, GrantNumber UF8825-0. PREQUALIFICATION OF PROSPECTIVE BIDDERS The University has determined that bidders who submit bids on this project must be prequalified. Prequalified bidders will be required to have the following California contractor's license: General Engineering "A" GENERAL DESCRIPTION OF WORK The Arboretum Waterway is an east-west flowing section of the historic channel of Putah Creek, located on the UC Davis central campus and part of the campus stormwater system. The waterway is no longer naturally connected to a live stream. An improvement project, known as 'Phase 1', was completed in 2018 at the east end of the waterway. Phase 1 included sediment removal, a recirculating pump, and constructed weirs designed to manage water surface elevation and flow. The Arboretum Waterway Enhancement Project will continue improvements from the end of Phase 1 to the west end terminus of the channel, where water is pumped out of the waterway into Putah Creek. The Arboretum Waterway is not a Corps regulated Water of the U.S. Work in the waterway does require state Lake and Streambed Alteration Agreements, which the University is procuring. Work will include dewatering the waterway in segments, managing water input from stormwater drainage outfalls into the waterway during construction, demolition of gunnite and gabions along waterway banks, and re-grading within the channel. Grading will include recontouring and reshaping portions of the channel to create new topography for wetland and riparian planting areas, burying sediment and removed gunnite underneath the waterway. Three concrete retaining/grade control weir structures with adjustable outfalls will be constructed in the waterway. Two recirculating pumps, intakes, and outflows along with underground supply lines will be installed. Erosion control and compliance with all SWPPP, CEQA, any other regulatory requirements will be required. Contractor will manage preservation and selective pruning of existing trees and other vegetation during demolition/site preparation. Once engineering work is completed, Arboretum staff will manage revegetation of newly-constructed channel banks and islands. Some adjacent portions of the Arboretum will remain open to the public during construction. Estimated Construction Cost: $6,000,000 PREQUALIFICATION SCHEDULE The Prequalification Questionnaire will be available on Wednesday, March 15, 2023 and may be found on the UC Davis Online Planroom (This online is free but will require that you create a username and a password. See the gray box on the left side of the screen.) Once you are logged in, click on "Bidding Opportunities" and select this project to view the Prequalification Questionnaire. However, the University reserves the right to accept late submissions and to request, receive, and evaluate supplemental information after the above time and date at its sole determination. The exact dates, times, and location of the Bid Opening will be set forth in an Advertisement for Bids and an Announcement to Prequalified Bidders. The University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregularities in any response received. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. Provide all labor materials, equipment, tools transportation insurance , and services to continue improvements in the waterway from the end of Phase 1 to the west end terminus of channel, where water is pumped out of the waterway into Putah Creek The completed Prequalification Questionnaire and other required materials are to be submitted electronically via the Upload Documents feature at https://www.ucdplans.com/
