The purpose of this project is to upgrade existing traffic signals in the City of Portsmouth from five-section, protected-permissive left-turn signals to four-section, flashing yellow arrow signals to improve traffic safety and traffic operations. There are 51 intersections to be upgraded The construction work will include traffic control, replacement of signal head and hanger assemblies, cabinet wiring, new hardware for MI operation, and limited installation of conductor cable. Bid Documents may be examined at the office of The City Engineer, located at 801 Crawford Street, 41' Floor City Hall, Portsmouth. and have been provided to the following plan room services: Norfolk Builder's Exchange 1118 Azalea Garden Road Norfolk, VA The VDOT 2020 Road and Bridge Specifications with the 2022 Supplement, and the requirements of the City of Portsmouth Right of Way Permit are hereby referenced and are part of the Bid Documents, except as may be modified by the Special Provisions of this Project or as may be shown by bold type for additions and strike-throughs for deletions. Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid. Questions regarding the Bid Documents must be submitted by April 3, 2023 by 5:00 p.m. and responses will be provided by the close of business on April 7, 2023. Contractor registration in accordance with Title 2.2 Chapter 43, Code of Virginia is required. Contractors shall be VDOT Pre-qualified. Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents. The Owner reserves the right to waive minor non-substantive informalities in the Bid, and award the Bid to the lowest responsive bidder. Bidders submitting bids to provide goods and services to the City of Portsmouth shall exercise good faith efforts to comply with the City of Portsmouth M/WBE goals for the contract that are included in this solicitation. Any act or omission by the City shall not relieve the contractor of this responsibility. The City reserves the right to reject any bid and deem it non-responsive for failing to meet its M/WBE program policy requirements, including the submission of required documents.
