The City of Lancaster, PA (hereafter the "City") is seeking specific proposals from interested companies which are capable of developing a comprehensive solar energy project to minimize the City's long term costs for renewable electricity by designing, engineering, constructing, installing, operating, maintaining, and financing rooftop and/or ground-mount solar photovoltaic (PV) projects at some or all of the sites listed below. The successful proposer will be responsible for all project permitting and, if the City decides to move forward with a Power Purchase Agreement (PPA) or lease financed project, or other agreed upon financing arrangement, the contractor is expected to maintain the system for the term of the agreement. Respondents shall have demonstrated experience designing, planning, scheduling, permitting and constructing complete solar PV systems, have knowledge of local utilities, provide project financial analysis and rebate support, and provide system monitoring and maintenance. Currently the City purchases its renewable electricity using three-year commodity contracts, with the current contract term to end in December of 2025.
