The airport announced Oct. 11 the completion of a major overhaul on one of the largest of its seven runways. DFW completed the work on Runway 17R/35L in phases and reopened a shortened version of the runway in May. It opened the fully operational runway on Oct. 11, which it said was ahead of schedule. The project was part of the airport's $9 billion capital improvement plan. The runway was completely reconstructed with a high density asphalt overlay. The project also included drainage installation and improvement and new lighting and signage. More than 2,700 runway lights were replaced with energy-efficient LED fixtures. The airport also recycled more than 300,000 cubic yards of reclaimed concrete that were reused in the runway project and within other construction projects at DFW. The runway is 13,400 feet long and 200 feet wide. No safety accidents were recorded during the renovation project. "Today marks the successful completion of the largest runway rehabilitation in our airport's history, which was achieved ahead of schedule and with no recordable safety accidents thanks to our focus on delivering a safe and efficient project," Mohamed Charkas, executive vice president of infrastructure and development at the airport, said in a statement. "This achievement reflects the dedication and collaboration of all our partners and returns one of our busiest runways back into service ahead of the winter travel season." The project was funded in part by a $45 million Airport Infrastructure Grant that the airport received through the Bipartisan Infrastructure Law through the Federal Aviation Administration. Austin Bridge and Road Inc., part of Austin Industries, completed the runway rehabilitation, and design was done by AtkinsRealis Group Inc. DFW credited the FAA and American Airlines for the early completion of the project. Both allowed crews to work the full length of the runway while airline partners benefited from use of the shortened runway during the summer. The full capital improvement plan, called "DFW Forward," includes more than 180 projects. The airport plans to renovate Terminal C, build a sixth terminal, called Terminal F, and add other new facilities, terminals and roadways. And one of the region's fastest-growing cities will discuss a site plan for a Costco store. These items and more are on upcoming agendas in local municipalities. Plans for Forney Costco to move forward The Forney City Council will consider approval of a preliminary plat and the site plan for a Costco store coming to the fast-growing city east of Dallas at a meeting scheduled for 6:30 p.m. on Sept. 17. Council previously voted unanimously on July 16 to authorize the city manager to negotiate and execute a Chapter 380 incentives agreement with Costco Wholesale Corp. (Nasdaq: COST), subject to approval by the city attorney's office. The store is slated to be located at U.S. Highway 80 and Clements Drive. Per city documents, Costco plans to build a 161,251 square-foot warehouse, including a tire center and a possible future fuel center on what is currently an undeveloped 94-acre property. DFW Airport budget Fort Worth City Council is scheduled to consider a resolution to approve the annual budget for the Dallas-Fort Worth International Airport in a meeting set for 5 p.m. Sept. 17 at old city hall, 200 Texas St. The airport's proposed operating expenditure budget is $1.31 billion, a 6% or $74.4 million increase compared with the 2024 budget. The airport expects non-airline revenue will be $592.7 million. A projected 92.7 million passengers are expected to go through the airport next year, according to an airport presentation -- 26.5% more than in 2019. The airport is currently spending $9 billion on capital improvements, including the reconstruction and expansion of Terminal C, and the new Terminal F. Fort Worth tax rate Fort Worth City Council is also set to discuss and vote on the proposed 2024 tax rate. The proposed rate is 67.25 cents per $100 of assessed value -- a half-cent increase. That would cost the typical Fort Worth homeowner an extra $60 on their annual tax bill compared with the previous year. Council is also expected to vote on the city's operating budget. While Fort Worth has historically voted to lower the tax rate, that changed when the Tarrant Appraisal board voted to pause residential appraisals through 2026. Love Field master plan discussion The transportation and infrastructure committee of Dallas City Council plans to go over a progress update of the Dallas Love Field master plan on Sept. 16 at 1 p.m. at Dallas City Hall. Patrick Carreno, director of Dallas' aviation department, will lead the presentation. By 2040, the airport is expected to reach 11.9 million annual passengers, according to council documents. The plan is considering adding more public parking and more curbside space for arrivals and departures, among other expansions. Toyota Stadium upgrades Frisco City Council will consider a plan by Hunt Sports Group, owner of FC Dallas, to invest in major upgrades to the Major League Soccer club's home, Toyota Stadium. Council is scheduled to vote on a reimbursement and performance agreement for the capital improvements at the stadium as well as a master development agreement in a meeting that starts at 5 p.m. at city hall, 6101 Frisco Square Blvd. Dallas Business Journal has previously reported on the team's plans to overhaul the 20,500-seat venue, built and owned by the City of Frisco. Planned upgrades include expansion of the premium clubs and suites as well as new broadcast and press areas. Customers will also benefit from all-new facilities, including shops and restaurants, lounge spaces, check-in areas, security checkpoints, and improved restrooms. The project also includes double-loaded pier expansions for both Terminal C and Terminal A, which will occur concurrently with the first phase of Terminal C's reconstruction. These expansions will add 115,000 square feet and four gates to Terminal C, and 140,000 square feet and five gates to Terminal A. In addition to increased capacity to accommodate growth, both expansions will offer more amenities for travelers, including new restaurant and retail options, seating areas, and restrooms. After completing the first phase and expansions, the remainder of Terminal C's concourse will be demolished and rebuilt in two additional phases. The approximately US$3bn project is intended to transform the airport's busiest and most outdated terminal into a modern and spacious experience by removing more than 400 view-blocking columns, installing new dynamic glass windows and raising the roof throughout. Customers will have access to all-new shops and restaurants, lounge space, check-in areas, security checkpoints and improved restrooms. Also included in the project, and taking place concurrently with the first phase of Terminal C's reconstruction, are double-loaded pier expansions of both Terminal C and Terminal A. The expansions will add 115,000ft2 and four gates to Terminal C and 140,000ft2 and five gates to Terminal A. In addition to the added capacity to accommodate growth, both expansions will feature more travel amenities for customers, including new restaurant and retail options, seating areas and restrooms. Following the first phase and expansion, the remainder of the Terminal C concourse will be demolished and rebuilt in two additional phases. This work will enable the terminal to continue flight operations in other portions of the facility while focused areas undergo significant construction. Because the project will be completed in several phases over time, the overall completion of the terminal is expected in 2030. In strategic coordination with Terminal C's first construction phase, the adjacent south parking garage will be completely rebuilt with more parking and modern parking management technologies to accommodate growth from the terminal's expansion. The entrance to the garage is scheduled to close on September 14, 2024, to prepare for demolition later in 2024. The north and central garages will remain available. DFW Forward DFW Forward, the airport's overall capital program, includes more than 180 projects, in various stages of planning, development and construction, that are spread throughout the airport's extensive airfield, terminal and roadway systems. Some of DFW's other notable projects also preparing to take steps toward significant construction in the coming months include DFW's Terminal F which will include 15 gates, a Skylink station, modernized systems and expanded concessions, as well as the International Parkway Modernization project that will transition access to Terminals A, B and C to right-hand exits. Several other large projects are underway and coming soon, including the Electric Central Utility Plant (eCUP), the East-West Connector Roadway, the Southwest End-Around Taxiway Project, the Fire Station Modernization Project and the 19th Street Cargo Redevelopment. Construction of the eCUP is underway on a new facility that will help heat and cool DFW's terminals with electricity supplied from 100% renewable resources. Following years of planning and partnership, the East-West Connector Roadway will provide a new east-west thoroughfare on the south side of the airport. It is currently under construction to connect the Rental Car facility to State Highway 360. The Southwest End-Around Taxiway Project is the airport's third end-around taxiway and is currently undergoing a multiphase construction program to further enhance the safety and efficiency of aircraft movements. The Fire Station Modernization Project includes two new fire stations which are being built in central airfield locations on both sides of the airport that will maximize resiliency, minimize response time and improve efficiency and the protection of essential equipment and personnel. To accommodate the ever-growing cargo demand at DFW, the 19th Street Cargo Redevelopment project will provide new facilities to nearly double cargo aircraft parking capacity with seven new positions designed for some of the world's largest aircraft. The airport hosted a "wall-breaking ceremony" on Aug. 29 where officials knocked down a mural representing the 1970s interior of Terminal C to unveil images of the upgraded interior and other improvements coming to DFW. The ceremony marked the start of what airport officials are calling "DFW Forward," a $9 billion capital improvement plan that includes more than 180 projects including the renovation of Terminal C and the incoming sixth Terminal F. All told, the airport plans to add 24 new gates with the potential to grow even more, expand concessions and modernize its systems as it approaches 100 million passengers a year. More than 82 million passengers came through DFW Airport last year, Donohue said, and he expects that number to approach 90 million this year. "Within the next two to three years, DFW Airport will serve 100 million customers and this is unprecedented growth that we simply have to prepare for now," Donohue said. The $9 billion DFW Forward plan represents the single-largest investment in the history of the 50-year-old airport, Donohue said, and will "further transform our facilities, expand our capabilities, and significantly improve our infrastructure and the customer experience." Work at Terminal C, the airport's busiest and most outdated terminal, will involve removing more than 400 view-blocking columns, installing new glass windows and raising the roof throughout the concourse. Taking place concurrently with the first phase of Terminal C's reconstruction, the airport will add two new piers to expand Terminal C and Terminal A. The expansions will add 115,000 square feet and four gates to Terminal C and 140,000 square feet and five gates to Terminal A. The additional capacity will accommodate growth for Fort Worth-based American Airlines, the largest carrier at DFW, and feature more travel amenities for customers, including new restaurant and retail options, seating areas and restrooms. "American will use 100% of it, and it will be a significant, significant improvement for all of our customers," Donohue said. Following the first phase and expansion, the remainder of Terminal C concourse will be demolished and rebuilt in two additional phases. Airport officials expect to complete the overall reconstruction of Terminal C in 2030. The south parking garage next to Terminal C will be completely rebuilt with more spaces and with modern parking management technology. Officials plan to close the entrance to the garage on Sept. 14 to prepare for demolition later this year. The north and central garage will remain available. DFW awarded the design-build contract for Terminal C's first phase and expansion, as well as the Terminal A expansion, to a joint venture comprised of Austin Commercial, Azteca Enterprises Inc. and Alpha & Omega Industries LLC, with HOK and Muller & Muller Ltd. as design team members. The airport plans to break ground on construction of the $1.7 billion Terminal F later this year. That project will result in another 15 gates, which Donohue said could be an ideal fit for Southwest Airlines if the Dallas-based carrier launches operations at DFW Airport. Currently, Southwest only operates out of Dallas Love Field Airport in North Texas. "We think Terminal F will be a very good solution for them," Donohue said. "We have not sat down and started negotiations, but fair to say...that is one of the reasons we're adding gates is because other airlines, including Southwest, have expressed an interest in coming out to DFW." The DFW Forward plan also includes billions of dollars in projects to maintain safety, efficiency and sustainability, Donohue said. Among those projects includes: Electric Central Utility Plant (eCUP): Construction is underway on a new $234 million facility that will help heat and cool DFW's terminals with electricity supplied from 100% renewable resources. East West Connector Roadway: Following years of planning, a new east-west throughfare on the south side of the airport is under construction to connect Rental Car Drive to State Highway 360. Southwest End-Around Taxiway Project: DFW's third end-around taxiway is currently under a multi-phase construction program to further enhance the safety and efficiency of aircraft movements. Fire Station Modernization Project: Two brand-new fire stations are being built in central airfield locations on both sides of the airport that will maximize resiliency, minimize response time, and improve efficiency and protection of essential equipment and personnel. 19th Street Cargo Redevelopment: To accommodate the ever-growing cargo demand at DFW, new facilities planned will nearly double cargo aircraft parking capacity with seven new positions designed for some of the world's largest aircraft. Capital projects are moving forward after the airport inked a new 10-year use and lease agreement with American Airlines and other carriers last year. The agreement governs the landing fees and terminal rents carriers pay to the airport to cover costs for the airfield and terminals.
