All bidders submitting bids $2,000,000.00 or less shall be registered subcontractors or prequalified with GDOT. All subcontractors, including DBE firms, shall be prequalified or registered with GDOT. The work to be performed consists of the furnishing of all materials, labor, equipment and other things necessary for the for the complete construction of: Project No.: X2415 Project Name: Silver Comet Trail Connector Project No.: B2112 Project Name: Atlanta Road Bridge over CSX Railroad The work consists of two adjacent and overlapping projects, the Silver Comet Trail Connector, Project No. X2415 and Atlanta Road over CSX Bridge, B2112. Project X2415 is the construction of the Silver Comet Trail extension from Plant Atkinson Road south to the existing multi-use path located at the driveway to 5180 Atlanta Road consisting of a 10-foot to 12-foot-wide concrete path. Project B2112 consist of full depth patching, milling and resurfacing of Atlanta Road from a point just north of Plant Atkinson Road to the northern bridge end of the Atlanta Road bridge over the Chattahoochee River; the upgrade of two traffic signals on Atlanta Road at the intersections of Plant Atkinson Road and Nifda Boulevard; adding a raised median and bridge rehabilitation work including approach slab removal and replacement, and latex modified concrete bridge deck overlay on the bridge over CSX RR. The total project length is 1.105 miles. The time allowed for performance of the project will be 730 days from issuance of Notice to Proceed. An interim completion time of 120 days from the Notice to Proceed has been established for completion of the bridge work. Contractor must be mindful of the staging plans that are part of the Atlanta Road over CSX Bridge. Payment will be made monthly based on approved invoices. Cobb County Water System work is involved on this project. Only contractors or sub-contractors who have been prequalified with Cobb County Water System are allowed to perform water and sewer relocation work associated with this project. Bidders or their water/sewer subcontractor are required to have a State of Georgia Utility Contractor License. For all bids on contracts involving utility work as defined in O.C.G.A. 43-14-1 et.seq., the Contractor and/or its subcontractor(s) that will perform utility work must have a valid State of Georgia Utility Contractor License and comply with all applicable provisions of Chapter 14 of Title 43 of O.C.G.A. Disadvantaged Business Enterprise (DBE) Participation and Small Business Participation (SBP) in all DOT contracts is encouraged. Bidders are subject to the requirements of Title 49, Code of Federal Regulations, Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. Contractors must submit a DBE Participation Schedule to the County prior to beginning work on a project and a final DBE report must be submitted at the end of a project. Monthly DBE reports must be submitted with each monthly invoice. Any subsequent changes and/or substitutions of DBE firms from the original DBE Participation Schedule must be submitted and approved by the County in advance. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hour Standard Act, and the National Occupational Safety and Health Act of 1970. Bidders must certify that they do not and will not maintain or provide for their employees any facilities which are segregated on a basis of race, color, creed or national origin. Registering as a vendor with Cobb County is NOT required for bid submittal. Registering as a vendor does not guarantee receipt of future Cobb County bid packages. The Cobb County Board of Commissioners reserves the right to reject all bids and to waive formalities. Any claims for cost incurred by any Bidder in preparation of any part of or total package for this project will not be considered for reimbursement by Cobb County
