NYCHA, by issuing this RFP, seeks proposals ("Proposals") from qualified emergency response firms (the "Proposers") to provide NYCHA with flood protection services including but not limited to deployment and removal of NYCHA's flood protection measures, and inspection, maintenance, and repair of those flood protection measures as needed at NYCHA developments located in Manhattan, Brooklyn, and Queens, as detailed more fully within Section II of this RFP (collectively, the "Services"). The Services are a part of NYCHA's strategy to protect NYCHA developments in low-lying areas from coastal storm surge. NYCHA's flood protection measures consist of certain deployable measures (which are assembled in preparation for a flood and disassembled when the flood is over), and certain permanently installed measures (some of which are "passive" and operate automatically when flood waters rise) as described in Section II (hereinafter "flood protection measures" or "components"). If Proposer seeks a full or partial waiver from complying with the M/WBE Program's utilization requirements set forth in Section IV(1)(o) then Proposer shall email the RFP Coordinator the NYCHA Application for Waiver of M/WBE Utilization Goal (Attachment H-1) by April 4, 2023 (the "M/WBE Waiver Submission Deadline"). See Section IV(1)(o) for details. To receive an invite to the teleconference please RSVP by email to Nick Yuan at Nick.Yuan@nycha.nyc.gov by 4:00 P.M. on March 28, 2023. NYCHA additionally recommends that Proposers submit via e-mail written questions by no later than 2:00 P.M. on March 28, 2023. Questions submitted in writing must include the firm name and the name, title, address, telephone number and e-mail address of the individual to whom responses to the Proposer's questions should be given. Proposers will be permitted to ask additional questions at the Proposers' Conference. All questions and answers will be provided to all firms that received a copy of this RFP. Proposals which are saved in iSupplier as a "draft" but not successfully submitted will not be considered. Proposers should refer to Section IV(2) of this RFP for details on Proposal submission requirements. The anticipated award date of the Agreement(s) to the Selected Proposer(s) is on or about July 2023. All times stated above are Eastern Standard Time (EST). Proposer shall electronically upload a single .pdf containing ALL components of the Proposal into iSupplier by 2PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions. NYCHA will not accept Proposals via email, fax, or mail. It is Proposer's sole responsibility to complete iSupplier registration and submit its Proposal before the Proposal Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence.
