Renovation of a fire / police facility in South Plainfield, New Jersey. Completed plans call for the renovation of a 6,980-square-foot fire / police facility.

Obtained Apparent low bidders over the phone. Sky General LLC -$190,958 MTB LLC - $191,200 Safeway Contracting - $198,000. The work of this project includes, but is not limited to, the removal of the existing modified bitumen roof membrane system with an approximate roof area totaling 6,980 square feet. There are four distinct roof areas where the roof deck varies between metal & wood deck, in addition the are two small roof overhangs. All areas of new roof will receive a fully-adhered EPDM system on poly-isocyanurate board secured to the roof deck. In addition, the project includes the installation of new edge flashings, copings, base flashings, equipment rails,and any necessary modifications to the existing roof top mechanical units to facilitate installation of new roof system. Existing exposed ductwork shall be cleaned & receive new insulation and ductwrap. Bid Security is required in the amount not less than ten percent of the total amount indicated in the Bid, but not in excess of Twenty Thousand Dollars ($20,000.00). No bid may be withdrawn for a period of sixty (60) days after the date set for opening except with express written approval by the Owner. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.The Consent of Surety required must be unconditional. The completed bid form and other items required shall be placed in sealed envelopes clearly marked with the Title of the Work and delivered prior to bid opening to the Owner at the Address for Receiving Bids. Requests for additional funds by the Bidder during construction for work that could have been anticipated by a visual inspection of the existing conditions prior to the submission of a Bid will not be considered by the Owner. Post Bid Review Within seven (7) calendar days from the Bid Date, the Owner may require that the Bidder meet with the Architect to discuss their Bid Proposal and other issues regarding the award of the contract. The Bidder will be asked to confirm that their Bid Proposal does not contain any errors and will review the Base Bid as well as unit pricing. The requirements of New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25, et. seq.), Affirmative Action Act (N.J.S.A. 10:5-31, et. seq.), N.J.A.C. 17:27-1, et. seq., The Public Works Contractor Registration Act (P.L. 1999, c. 238), New Jersey Business Registration (N.J.S.A. 52:32-44) and all other applicable laws shall be fulfilled. Each bid proposal must contain an original and one (1) copy of the following: 1. A Completed Bid Proposal Form 2. A Bid Security in the form specified in the Bidding Documents to the order of the Owner, in an amount of not less than ten percent of the total amount of the bid, not to exceed Twenty Thousand ($20,000.00) Dollars. 3. A Consent of Surety evidencing that the Successful Bidder for any Contract(s) or Combined Contract will furnish in the form required for a surety company satisfying the requirements of the Bidding Documents including: a performance Bond in the amount of One Hundred Percent of the Contract Price, a Labor and Materials Bond in the amount of One Hundred Percent of the Contract Price; and, at the time required in the Bidding Documents, a Maintenance Bond in the total amount of Twenty-five Percent of the Contract Price. 4. A Corporate Disclosure Statement of individuals owning 10% or more of the stock of the bidder company, corporation, partnership and joint venture, pursuant to P.L. 1997, C.33. 5. Where the Bidder is a Foreign Corporation, a valid Certificate of Authority to perform work in New Jersey. 6. State of New Jersey Business Registration Certificate for the Bidder and all designated Sub-Contractors. 7. Public Works Contractor Registration Act Certificates for the Bidder and all designated Sub-Contractors. 8. Acknowledgement of Receipt of Changes to Bid Documents. 9. A Non-Collusion Affidavit. 10. Affirmative Action Language- Exhibit B 11. Prohibited Russia-Belarus Activities & Iran Investment Activities 12. Contractors Qualification Statement 13. Contractor's Sworn Statement completed by contractor and any required, identified subcontractors, including those required attachments pursuant to N.J.S.A. 40A: 11-16. 14. Contractors Certification of Compliance with the New Jersey Prevailing Wage Act. 15. Bid Document Submission Checklist. The Owner assumes no responsibility, whatsoever, in connection with any defects arising out of the Bidding Documents or the receipt or failure to receive Bids, including those which may arise from delay for any reason in obtaining or submitting the Bidding Documents including but not limited to, traffic delay, messengering, mislabeling, misdirections from any source, misdelivery or otherwise. The Owner will award the contract or reject all bids within sixty (60) days of receipt, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed. All bid security except the security of the three apparent lowest responsible bidders shall, if requested, be returned after ten (10) days from the opening of the bids, Sundays and holidays excepted and the bids of such bidders shall be considered as withdrawn. Within three (3) days after the award of the contract and the approval of the contractors performance bond , the bid security of the remaining unsuccessful bidders shall be returned to them forthwith, Sundays and holidays excepted. The right is reserved by the Owner to reject any or all bids or to waive any immaterial defect or informality in any bid, if deemed in the best interest of the Owner. Any Bid which does not fulfill the material requirements of the Bidding Documents will be rejected. When it is in its best interest to do so, the Owner may award the Contract in whole or in part, select any combination of bids, or may waive any informalities in or reject any or all bids. Contract Documents must be obtained only at the office of the Architect at the address and hours set forth upon receipt of certified check, cash or money order in the amount of $75 per set of Contract Documents. If requested, documents will be sent via Federal Express utilizing the bidders account for an additional $25 handling charge within 24 hours of receipt of the certified check, cash or money order. Deposits will not be returned except as provided for by N.J.S.A. 40A:11-24. All Bidder questions shall be directed to the Architect in writing by email. Bidders and Sub-bidders requiring clarification or interpretation of the Bidding Documents shall make a written request which shall reach the Architect at least ten (10) days prior to the date for receipt of Bids.
