Request for Proposals To Assist Harris County, Georgia with Evaluating, Siting, and Constructing Additional Tower Sites for the County's Non-Simulcast UHF Terrestrial Trunked Radio (TETRA) 911 System to Improve Radio Coverage The Harris County, Georgia government is accepting sealed written proposals from professional and qualified companies to assist the county in evaluating, siting, and constructing additional tower sites for the county's non-simulcast UHF terrestrial trunked radio (TETRA) 911 system to improve radio coverage. Inquiry Deadline - April 14, 2023 at 5:00 p.m Therefore, the selected professional and qualified company needs to: o Review the 2017 and 2022 reports to obtain a full understanding of the radio situation. o Conduct a comprehensive industry standard coverage test to determine where the dead spots are and where additional tower sites are needed. o Based on the results of the coverage test and the number of tower sites needed, prepare a coverage design with bid specifications and construction documents detailing for each tower site - technical and performance requirements for the towers, generators, equipment shelters, back-up power systems, audio quality, capacity and future growth, factory staging, maintenance and spare parts support, security fencing, final acceptance testing plan, and estimated probable costs of the entire project. o Assist the county with the acquisition of any needed land, leases, and permits. o Assist the county in bidding out the construction of the needed tower sites, evaluating responses, and reviewing and validating proposed coverage designs. o Assist the county in negotiating a contract with the selected bidder including a final acceptance test plan. o Supervise the construction of the tower sites to ensure the construction is in accordance with the construction documents and industry standards. o Discuss the possibility of revenue generation and Internet coverage enhancements that could be realized with marketing the towers once constructed. o Coordinate with Dean's Commercial Two-Way regarding needed radio frequencies and licenses.
