The contract time for the workincluded in this contract is OneHundred (100) Calendar days.The Contract will be subject toliquidated damages of threehundred ($300) per Calendarday for each day in default afterthe stipulated completion date.The contract time will begin onthe date specified in the writtenNotice to Proceed. Bidders must be qualified underMississippi State law and possess a Certificate of Responsibility issued by the MississippiState Board of Public Contractors. This project is expectedto exceed $50,000, thereforethe Certificate of ResponsibilityNumber shall be written on theoutside of the sealed bid envelope. For electronic bids, theCOR information may be submitted as an attachment withthe electronic bid submittal. Allbids shall be in compliance withand subject to the guidelinesand requirements of MississippiCode of 1972 as annotated andamended. Mississippi has a reciprocalpreference law. MississippiCode 31-3-21 requires that acopy of any non-resident bidder's current state law pertaining to its treatment of non-resident contractors be submittedat the time the bid is submitted,or that bid shall not be considered further. Any preference anout of state bidder would havein his home state shall be applied in a reciprocal manner.
Each bidder must deposit withhis bid a Bid Bond or CertifiedCheck in an amount equal tofive percent (5%) of the totalbid payable to Warren CountyBoard of Supervisors as bid security. Prior to the start of work,the successful bidder shall furnish a Proof of Insurance, alongwith Performance and PaymentBonds in the amount of 100% ofthe contract amount awarded.
Attorneys-in-fact who sign BidBonds or Payment Bonds andPerformance Bonds must filewith each bond a certified andeffective dated copy of theirpower of attorney. Bidders shallalso submit a current financialstatement if requested by Warren County Board of Supervisors. Specifications and instructions are on file and open to publicinspection at the office of theWarren County Purchasing Department, 913 Jackson Street,Vicksburg MS. Bid documentswill contain instructions for bidding by both sealed envelope and electronic means. Bidders are cautioned to read all instructions carefully.
The Warren County Board of Supervisors reserves the righto determine responsible bidders, responsive bids, the lowest and best bid, reject any andall bids, award to the bidderbelieved most advantageousto Warren County, and to waiveany informalities in the bids or bidding process.
