Renovation of a municipal facility in Oceano, California. Completed plans call for the renovation of a municipal facility.
Oceano Dunes District is seeking bids to remove and decommission existing above ground tank, associated dispenser and fuel pumps. Properly dispose of old equipment and any waste produced. Install a new 3000-gallon split tank (2000 gasoline/1000 diesel), dispenser and fuel pumps. Project location is Oceano Dunes Corporation Yard, 900 Pacific Blvd., Oceano, CA 93445, San Luis Obispo County. All work is to be complete and in accordance with the plans and specifications therefore and such addenda thereto as may be issued prior to bid opening date. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.Project Estimate: $200,000-$240,000. Proposal Award 4/17/2023 Question Deadline 03/31/2023 at 2:00 PM PT Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by including your comments directly to sarah.paddack@parks.ca.gov PHASE 1 - REMOVE AND PROPERLY DISPOSE OF ABOVE GROUND TANK A. Tank Removal 1. Work includes removal and decommissioning of the above ground tank, associated dispenser, and fuel pumps. See figures 1 and 2. 2. Contractor is responsible for all costs associated with obtaining required permits, testing, and the disposal of the fuel storage tank, all associated equipment from the fuel island and its components. 3. The DPR reserves the right to have an independent consultant inspect the equipment at any time to ensure that the services being provided are in compliance with the contract specifications. Additionally, the Contractor shall conduct its operation as to avoid damage to the property of DPR or to adjacent property. If any property is damaged by reason of the Contactor's operations, such property shall be replaced or restored at the Contractor's sole expense and to the satisfaction of the DPR Park Maintenance Supervisor or designee. B. Tank Disposal 1. Triple rinse the tank or use a method required by the LIA and each authority having jurisdiction. Dispose of the rinsate in accordance with the California Department of Toxic Substances Control. Fuel tanks located in certain air quality maintenance districts require the vapors be controlled with the degasification procedure prior to removal. After cleaning, all fuel tanks shall be rendered safe from fire and explosion hazard by placement of openings in each tank for sufficient area to prevent buildup of vapor levels above the lower explosive limits. 2. Remove, transport, and dispose all piping, equipment, product sludge, waste, 600 gallons of rinsate, and the like, in the tanks in accordance with all federal, State, and local regulations applicable to this project. The State reserves the right to salvage any equipment, including, but not limited to, dispensers, tank gauge, and the like. Submit as directed by the State. 3. Remove, transport, and dispose of all products/sludge/water in the tanks. A quantity of 5 percent of the tank size shall be included in the lump sum contract cost. If the quantity of products/sludge/water exceeds the allowed 5 percent, payment for the excess will be paid on a time and material basis as follows: a. Product pumping, invoiced charge. b. Signed disposal manifest and invoiced charge. c. Invoiced transportation charges. d. All quantities shall be signed off by the State. C. Regulatory Requirements 1. Remove, transport, and dispose of the above ground fuel storage tank in accordance with all federal, State, and local regulations applicable to this project. 2. Notify the State 10 days prior to start of work and coordinate and schedule all work at this facility. 3. Notify the appropriate local agency and each authority having jurisdiction at least 48 hours prior to initiating any work at this facility. 4. Include all work, equipment, materials, and installation, and conform to CCR, Title 24, Part 1 - California Administrative Code and Part 2 - California Building Code; CCR, Title 8, Industrial Relations, Chapter 4, Division of Industrial Safety; and CCR, Title 23, Waters, Chapter 16, Above-ground Fuel Tank Regulations. PHASE 2 - INSTALL NEW TANK, FUEL PUMPS AND METER SYSTEM D. Tank Installation 1. Verify all existing utility services in the immediate area prior to the work and correct any damages caused to these services. 2. Contractor shall purchase one (1) new double walled 3000-gallon above-ground storage tank (AST), split for 2000-gallon gasoline and 1000-gallon diesel, rectangular design with UL. 142 Tank shall be the equivalent to a Modern Welding Co. Inc. STIFireguard with a weather resistant coating or approved equivalent. . Purchase and install Veeder Root TLS 350 Tank Level Sensor or approved equal with high/low level for tank (to be in Water Treatment Room) with Overfill Alarm in hallway near exit door. 4. Piping from AST to generator to be. 1" return and 3/4 " supply. Flex tubing 3/4 " to be used inside the generator. 5. Install spill box to tank with product line (to be done by manufacturer). 6. Install Anti-siphon, emergency and secondary vents included with AST. 7. Tank will be installed on the existing pad shown in Figures 1 and 2. Existing pad measures 13' x 16'. The 8. Reconnect electrical and control wiring to generator according to the California Code of Regulations Title 24 of the California Building Standards. 9. Test operation of generator and provide new Above Storage Tank (AST) training. E. Dispenser 1. Contractor shall purchase and install dispenser system including the integrated suction pump and motor. 2. System manufacturer must have a minimum of ten (10) years' experience in the design and manufacture of fuel management equipment. The proposed system must conform to ISO 9001:2000 standards for quality management systems. System shall be ETL listed and approved for electrical, fire, and mechanical safety. 3. The system shall allow automated and manual fueling. 4. Pumo should have a minimum flowrate of 8 GPM. The maximum flowrate shall not exceed 10 GPM per 61 FR 33033 - Federal Regulation of Fuels and Fuel Additives. 5. In manual fueling, a contactless tag or card with no moving parts shall be available as alternative method for initiating a fueling transaction. 6. A two-stage authorization process shall be provided by identifying both the vehicle and the driver prior to refueling. Both driver and vehicles IDs should be stored in the transaction. The two-stage authorization process should be flexible enough to link the vehicle device either to a specific driver or to a list of drivers. 7. The site controller shall be a stand-alone unit comprising all required peripherals including the central processing unit, display panel, pump control module, communication modules, and optional receipt printer. 8. The site controller shall be web enabled to allow independent real-time control, monitoring and reporting via the web using user ID with password and SSL protected link 9. Fuel authorization terminal should include: a. 4.3" multimedia, lit color display b. Full alphanumeric 40 key keyboard c. Addressable soft keys d. HID reader for fuel and fleet cards e. Built-in wireless gateway f. Two-stage authorization option for validation of driver and vehicle with any combination RFID tag, HID tag, card reader, FuelPoint, and keypad 10.The system shall be based on web server technology and enable easy secured (SSL) remote access through the network using a standard PC with an internet browser, without the need for any other software application. 11.Refueling shall take place regardless of the connectivity to the Cloud Software 12.The site controller shall authenticate the data retrieved from the vehicle and check it against the existing set of limits and restrictions. If all conditions are met, the site controller shall authorize immediate refueling. 13.If the nozzle is removed during the refueling process, the nozzle reader device shall detect the removal and shall send an indication through the wireless access point to suspend refueling. When the nozzle is reinserted within a specified (configurable) period of time, refueling shall resume.
