PN-NF-FN7300-23-01404 The magnitude of this project is between $25,000.00 and $100,000.00. This is a total small business set-aside under NAICS code 238160 with a size standard of $19.0M. Davis Bacon Wage Determination rates TX20220248, Modification 1 are incorporated and may be viewed at SAM.gov. SITE VISIT: The government recommends a site visit and vendors must pre-register with Robert Colton prior to March 28, 2023 via phone or email. Site Visit is scheduled for Tuesday, March 28, 2023 at 10:00 am local time. NOAA NMFS GALVESTON LABORATORY 4700 Avenue U and 4900 Fort Crockett Galveston, TX 77551 Contact Robert Colton at 409-682-1126 or email at robert.colton@noaa.gov All Bidders are strongly encouraged to make a site visit to inspect all proposed work and to acquire all necessary site information to properly prepare their Quote. Failure of the Contractor to visit the site and acquire all necessary site information to properly prepare the quote shall not be acceptable cause to justify a later request for additional costs after Contract Award. Any questions that come up at the sire visit must be provided to Michelle Walton via email at michelle.walton@noaa.gov no later than March 29, 2023, 12:00pm MST. No questions will be answered on site. Vendors must provide a detailed technical approach write-up with their quote regardless of whether or not a site visit was made. Vendors shall assume that the Government has no prior knowledge of them or their capability. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address. In addition, vendors shall complete Blocks 1 through 4 on Page 1 of the Past Performance Questionnaire. The vendor is required to send the Past Performance Questionnaire to those Government and commercial activities provided by the vendor in their submission and e-mail the completed survey form directly to Michelle Walton at michelle.walton@noaa.gov by the DUE DATE OF THIS SOLICITATION. 0001 SERVICES, NON-PERSONAL, TO PROVIDE ALL EQUIPMENT, LABOR, AND MATERIALS (UNLESS OTHERWISE PROVIDED HEREIN) NECESSARY FOR: Disaster Repairs at NOAA NMFS Facility Buildings located at: 4700 Avenue U & 4900 Fort Crockett Galveston, TX 77551 Repairs required to repair roof leaks in each affected building due to Hurricane damage. Buildings 305, 306, and the Turtle Barn All work is to be completed 60 days after award *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The NMFS Galveston Laboratory has undergone a major renovation, completed in phases during the period from 1996-2010. Other renovations completed from 2011-2020. Due to a previous storm, Galveston Laboratory sustained damage to multiple roofs and damage to gutters and siding to our Maintenance Archive Building (M/A Building). Buildings 305, 306, and M/A Building are located at 4700 Ave. U, Galveston, TX 77551 and the Turtle Barn Building is located at 4900 Fort Crockett, Galveston TX. 77551. The government point of contact (POC) will show the contractor where roof leaks are occurring in each building affected by the previous storm. Buildings affected as follows: Building 305, 306 and Turtle Barn Building. Our Maintenance / Archive (M/A) Building received exterior damage that will require repairs and painting as indicated in the task section. The lab is accessible during normal business hours from 8:00am - 4:00pm M-F. Building 305: - Remove designated section of clay roof tile. Replace all rotted decking in that section and install second layer of ice and water membrane, reinstall existing clay roof tiles. Building 306: - Remove designated amount of tile. Replace all rotted decking in that section. Install second layer of ice and water membrane over existing and reinstall existing clay tiles. Maintenance Archive Building (MA Building): -Pressure wash exterior building to remove dirt and salt residue. Treat all rusted area's with a high-grade marine primer. Replace all damaged gutters and down spots. Remove (2) existing exhaust fans and replace with new. Apply (2) coats of new paint. Match existing exterior colors Turtle Barn Building: - Pressure wash entire roof surface, make any metal repairs necessary. Apply a seam sealer to all exposed fasteners, pipes, penetrations and detail work. Apply a polyester mesh (3 course) to all horizontal seams. Apply 2 coats of high solid silicone to surface of roof.
