Metropolitan is seeking Statement of Qualifications from Design-Builders (DB) to provide progressive design-build (PDB) services to build two 30-cfs pump stations, conveyance pipelines, and associated supporting infrastructure at Metropolitan's Venice and Sepulveda pressure control facilities, to reverse the flow of water and bypass the existing pressure control facilities to enable reliable water delivery in times of drought or fluctuating service needs. In accordance with 21568.4 et seq of the Public Contract Code, Metropolitan will select a DB utilizing a qualifications-based selection process. License Requirements Class "A" Payment Bond 100.00%, Performance Bond 100.00% Project Background 2.1.1 Project Overview Currently, Metropolitan operates the Venice and Sepulveda Pressure Control Facilities to convey water from the north to the south via the Sepulveda Feeder. This Project consists of building two 30-cfs pump stations, conveyance pipelines, and associated supporting infrastructure at the Metropolitan-owned Venice and Sepulveda sites to reverse the flow of water and bypass the existing pressure control facilities Metropolitan Water District of Southern California (Metropolitan) has worked with Carollo Engineers, Inc. (Carollo) to develop this Conceptual Design Report (CDR) as guidance for a Design-Build Entity (Design-Builder) to design and construct two large potable water pump stations at two different Metropolitan owned sites in the Los Angeles area, herein called the Sepulveda Feeder Pump Stations Project (Project). This CDR provides the conceptual design criteria for both pump stations, herein called the Venice Pump Station (PS) and Sepulveda PS. The design documented herein is conceptual and many of the design components will be refined by the Design-Builder, however there are some fundamental design components and features that will be required by Metropolitan; see Section 1.5 for definition of fixed and indicative design criteria. This CDR provides technical information for prospective Design-Builders to prepare a statement of qualifications (SOQ) in response to the Request for Qualifications (RFQ) for the Project. The Project is to design and construct the Phase 1 improvements for both pump stations to provide a pumping capacity of thirty (30) cubic feet per second (cfs) as soon as possible to address the ongoing water supply issues. Secondarily, the Design-Builder will allocate space and interconnections for potential future expansion phases of both pump stations to accommodate a higher hydraulic capacity. The purpose of this CDR is to: o Define the minimum technical requirements that are critical to Metropolitan, which the Design-Builder must satisfy in implementing the Project (also referred to as Fixed Design Criteria or Metropolitan's Project Criteria). o Identify Metropolitan's preferences and areas of the design that require further investigation, evaluation, and final determination by the Design-Builder and Metropolitan. o Provide conceptual design information on both Project sites and existing site conditions that will form the basis for the SOQ submittals by the Design-Builder. o Provide background documentation, which the Design-Builder may use for informational purposes only. Attendees should access the Sepulveda Control Structure from the north, heading south on Sepulveda Blvd. For access to the Sepulveda Control Structure from the I-405 N/S, take exit 61 toward Skirball Center Drive and turn left at Sepulveda Blvd. Head south on Sepulveda Blvd approximately 1.5 miles and the facility entrance will be on the right.
