The Township of Millburn, New Jersey (hereafter referred to as the "Township") is requesting proposals from engineering and planning firms, licensed to operate in the State of New Jersey, for an engineering design for the relocation of various assets of the Department of Public Works, located at 345 Essex Street, to the municipal compost site located at 137 JFK Parkway. The Township is developing 75 units of affordable housing at 11 Main Street. Part of the development will infringe upon the DPW site at 345 Essex Street, requiring the municipality to relocate its recycling convenience center, salt dome, and various equipment stored for the department to the 137 JFK Parkway site. Township residents will access the recycling convenience area once the site is constructed; currently there is no residential access to the compost site. The Department of Public Works composts leaves at the site, which has a Class C license from the NJ Department of Environmental Protection. Previous studies have explored the relocation of the entire DPW facility to an alternative site within the Township, including 137 JFK Parkway. The Feasibility Study exploring the potential relocation of the entire DPW site to 137 JFK Parkway contains information about the organic material currently at the site, topographical maps, and freshwater wetland delineations. At this time the objective is to maintain DPW operations at 345 Essex Street while moving the assets stated above to accommodate the 100% affordable development, as part of the municipality's settlement with Fair Share Housing Center. Construction of the affordable housing development will begin in October of 2023; the solution at the compost site must be finalized by that time frame so that the developer has the access they need to complete construction on-time. The Township has the right to accept or reject any or all of the proposals by the proposers. March 28, 2023: Subcommittee meet to review proposals; create interview shortlist April 6-10, 2023: Conduct interviews April 17, 2023: Send notification of results to all firms April 24, 2023: Negotiate and Complete Agreement/Contract May 2, 2023: Township Committee approval of Agreement/Contract May 3, 2023: Execution of Agreement/Contract and Notice to Proceed by Township The method of Contractor Selection has not been Determined at this time
