The tenderer must read the entire tender document, he must have understood it and find it compliant. He must immediately notify the person responsible for the call for tenders of any observation likely to have any effect on the accuracy of the documents. For each of the documents required, the tenderer must comply with the specific requirements of the tender documents. Any tender submitted to the City becomes its property. Thus, the City does not allow its withdrawal after the expiry of the closing period. The City is not bound to accept the lowest or any other tender or incur any costs or any obligation of any kind towards the tenderer. The City is not required to give reasons for the acceptance or rejection of any tender.
