United States Department of the Interior March 22, 2023 Memorandum Subject: Pre- Solicitation Notice for Solicitation No. 3/21/2023 Notice Type: Pre-Solicitation Pre-Solicitation Notice Synopsis: The National Park Service (NPS) Historical Preservation Training Center (HPTC) is issuing a Request for Information (RFI) for Eisenhower Home Place of Performance: Eisenhower Home at Eisenhower National Historic Site, Gettysburg, PA Place of Performance Postal Code: 17325 Place Of Performance Country: U.S.A. This procurement action is being solicited as a 100% Small Business Set Aside Type of Contract: Firm Fixed Price (FFP) Construction Contract Estimated between $250,000 and $500,000 The NAICS code is 238160, Roofing Contractors, with a size standard of $19M. The Product Service Code (PSC) is Z2JA, Repair of Alterations of Museums & Exhibit Buildings This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about April 10, 2023. This requirement shall be procured in accordance with FAR 15, and FAR 36 General Information: (1) BACKGROUND AND OBJECTIVES This project requires the replacement of approximately 6,400 sq. ft. of slate roof, and selective repairs to the roof sheathing, gutters, chimney flashing, and soffits. This work will extend the life of the structure by securing the exterior envelope and protecting the interior from exterior elements. The Eisenhower Home is a designated National Historic Landmark. When the Eisenhower's initially purchased the property in the 1950s, they were advised to raze the 1830s building to the ground and start fresh. However, Mrs. Eisenhower wished to save as much of the original home as possible, so she implemented a new plan that saved a portion of the original structure. One section of the historic structure was retained and the Eisenhower's constructed new additions on the north and south sides along with a rear porch. The finished structure was roofed with a unique jade green slate quarried by Lucky Strike Slate in Vermont. Construction began in the spring of 1953 and was finished in the spring of 1955. The home became a respite for the Eisenhower's during their years at the White House and the place they retired to after. They hosted numerous World Leaders as well as their family and friends. After the president's heart attack, Eisenhower sought the restfulness of his Gettysburg home, spending so much time there it became known as the "Temporary White House." The National Park Service will provide technical guidance construction contract procurement and construction management. (2) STATEMENT OF WORK Independently, and not as an agent of the Government, the Contractor shall provide all labor, materials, equipment and travel necessary for completion of the Roof Replacement on the Eisenhower Home at Eisenhower National Historic Site. All work shall be completed in accordance with Attachment 1, Project Specifications entitled "Roof Replacement on The Eisenhower Home at Eisenhower National Historic Site" PMIS No. 257195, Eisenhower National Historic Site Gettysburg, PA, National Park Service, Historic Preservation Training Center, dated October, 2022, 85 Pages and Attachment 2, Construction Drawings entitled "Roof Replacement on The Eisenhower Home at Eisenhower National Historic Site", PMIS 257195, dated October, 2022, 4 Pages. Work is identified as the Basic Requirement. The Scope of Work is identified as the Basic Requirement and Options. A. BASIC REQUIREMENT Work for the Basic Requirements falls within many different Sections of the Specifications identified as Divisions 01 General Requirements, 02 Existing Conditions, 06 Wood, Plastics, and Composites, 07 Thermal and Moisture Protection, and 26 Electrical. A summary of the work follows: 1. Removal of existing slate shingles and replacement, repairs to roof sheathing and the installation of approximately 64 squares of slate shingles. 2. Repair all flashing on valleys, chimneys, dormers, and vents. 3. Construct new box transition at specified in drawings 4. Repairs on deteriorated gutters est. 300 L.F. 5. Repairs on soffit (est. 100 L.F.) This requirement is being procured in accordance with FAR 15, and FAR 36 This work involves performing work as defined in the Statement of Work that will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Project Approach and Schedule 2) Proposed Slate Roof Shingle 3) Proposed Personnel and Qualifications 4) Past Project Work The solicitation package will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to SAM.gov | Contract Opportunities about 4/10/2023 Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database. You are also required to have a Unique Entity Id (UEI) in order to conduct business with the Federal Government.
