The Project includes the following Work: Base Bid work consists of milling and resurfacing approximately 4,361 SY of roadway, base repair as directed by the Engineer, modification of driveway aprons, and other minor ancillary work. Add Alternate 1 Bid work includes installation of approximately 310 LF of 15-inch diameter HDPE storm sewer and five 24-inch diameter PVC catch basin inlets, non-paved restoration, and other minor ancillary work. The Project has an expected duration of 30 days. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8 AM and 4 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each bid shall be accompanied by a Bid Bond in the amount of not less than 10% of the total bid. A 100% Performance and Payment Bond is required for this work. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or award of the grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date provided the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bids received after the stated time will be returned unopened. The City reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the City, and to reject any or all proposals. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for MBE/WBE participation, participation by Section 3 residents and businesses, Steel Product Procurement Act and related matters. Attention is called to the fact that the project is funded by a City of Hermitage Community Development Block Grant (CDBG) Program administered by the Commonwealth of Pennsylvania Department of Community & Economic Development.
