THIS IS A REQUEST FOR INFORMATION (RFI), NOT A SOLICITATION Comprehensive Hazardous and Non-Hazardous Medical Material and Equipment Disposal DISCLAIMER The purpose of this Market Survey is to gather comments from industry to the proposed Statement of Work (SOW) providing the above-mentioned services. This Market Survey Announcement is for information and planning purposes only and shall not be considered as a solicitation or as an obligation on the part of the Government. This is not to be construed as commitment to the Government to procure any item/services, or for the Government to pay for the information received. This is not a solicitation. This will not bind the contractor or the Government in any way or at any time into a contract with any of the specified terms below. The reference number for this MARKET SURVEY is 75A50323SNS00022; this number is assigned to this action for tracking only, there is not a solicitation at this time. All Questions pertaining to this RFI with respect to the Draft RFP 75A50323R00003 are due Wednesday, March 29, 2023, on or before 5:00 PM Eastern Time via email with the subject line "RFI 75A50323SNS00022" by email to Lawrence McCoy at gwg8@cdc.gov and Rebecca Washington at qvb1@cdc.gov. Background The mission of the Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS), of the U.S. Department of Health and Human Services (HHS) is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of biological, chemical, radiological, natural disasters or other emerging infectious disease agents and pandemic events. When state, local, tribal, and territorial public health and healthcare systems request federal assistance to support their response efforts, DSNS ensures that the right medicines and supplies get to those who need them most during a public health emergency or pandemic event. Public health emergencies or pandemic events present multiple challenges to the health care environment and the ability of the Strategic National Stockpile (SNS) to achieve this mission by operating and maintaining a high level of mission readiness to retrieve identified outdated or unrequired medical material for disposal. The Strategic National Stockpile (SNS) disposes of Hazardous Medical Material and equipment on a monthly basis. The material is still in manufacturers packaging but has been damaged, is expired, or has not passed the Shelf-Life Extension Program (SLEP) pharmaceutical efficacy testing with the FDA. The Contractor shall ensure conformance with practices and procedures of all existing and applicable laws and regulations of the United States including, but not limited to the Occupational Safety and Health Administration (OSHA) of the U.S. Department of Labor at 29 CFR 1910 et. seq., the U.S. Food and Drug Administration at 21 CFR Parts 1 through 1299, the U.S. Drug Enforcement Administration at 21 CFR Parts 1300 through 1321, U.S. Environmental Protection Agency (EPA) hazardous waste regulations in 40 CFR Parts 260 et. seq., U.S. Department of Transportation (DOT) hazardous materials regulations in 49 CFR Parts 100 et. seq. and the laws, ordinances, and regulations of any state, county, parish, township, or municipal subdivision thereof or other governmental agency which may be applicable to the management, handling, storage, removal, and disposal of medical material which consists of pharmaceuticals, biologics, nonpharmaceutical medical supplies and medical equipment. The contractor shall verify all lots/serial numbers, descriptions and quantities for all DEA controlled substances prior to contractor pick-up for destruction. The contractor shall identify recyclable materials and recycle them appropriately. Facilities are located throughout the Continental United States and US territories. Disposals may include Schedule II - V controlled substance. A Certificate of Destruction and/or Certificate of Recycling for all pharmaceutical, non-pharmaceutical waste and medical equipment shall be submitted within thirty (30) days after destructions. All necessary permits and licenses required by Federal, State, and Local authorities shall be acquired and maintained by the Contractor for the life of the contract. This includes any required permits and licenses for interstate transport, and storage/disposal of hazardous unserviceable items. This includes but is not limited to DEA, DOT, EPA, FDA, OSHA and individual State regulations. The Contractor shall be a licensed DEA registrant to handle Schedule II - V controlled substances. The Government requests interested contractors to provide Capability Statements and information on similar projects in both scope and size. Please detail what government agencies and locations where your company has provided similar projects in both scope and size. Please ensure to include contact information. The method of contractor selection has not been determined at this time.
