1. CONTRACT INFORMATION: This contract is being procured in accordance with the Selection of Architects and Engineers Statue (formally known as the Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for Requirement # 1092663 - Catalina HQ Building Structural Assessment for the El Yunque National Forest. North American Industrial Classification System code is 541330, which has a size standard of $25.5 M in average annual receipts. This announcement is open to 100% Small Businesses. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in April 2023 and project completed by within 30 Days of Notice To Proceed (NTP) To be eligible to receive the solicitation and resultant award, a firm must be registered in the System for Award Management (SAM). Register via the SAM Internet site at http://www.sam.gov. 2. PROJECT INFORMATION: Background The US Forest Service recently moved operations back to the Forest Supervisor's Office at the Catalina Headquarters Building at El Yunque National Forest. This is the first time the building is occupied after the completion of major renovations to the facilities after hurricanes Irma and Maria. Recently, we observed a crack in the main concrete beam supporting the roof along the center of the building (refer to the attached drawing and photos) which raised concerns about the building's structure. Objective Perform full assessment of the structural condition of the Catalina HQ Building. Provide qualified personnel and any materials or equipment required to adequately inspect and structurally assess all areas of the building for safe occupancy. Deliverables Include a full report of findings and recommendations that is signed and sealed by a licensed professional Structural Engineer, registered in Puerto Rico. The report must include recommendations for further testing and evaluations adequate to develop a remedial program of work. 3. SELECTION CRITERIA: The selection criteria for this project are listed below in descending order of importance (first by major criterion and then by each sub criterion, if listed). Criteria 1 through 5 are primary. Criteria 6-7 are secondary and will only be used as "tie-breakers" among firms that are essentially technically equal. (1) PROFESSIONAL QUALIFICATIONS in the following key disciplines: Structural Engineer. The lead architect or engineer in each discipline must be registered to practice in the appropriate professional field, for the state, commonwealth or territory work will be performed in. The evaluation will consider education, certifications, training, registration, overall and relevant experience, and longevity with the firm. (2) SPE CIALIZED EXPERIENCE AND TECHNICAL COMPETENCE in: (2a) Firms will be evaluated and screened for structural engineering experience, specific to existing structure assessments, structural rehabilitation and repairs design of buildings and vertical structures. (2b) (2c) (3) PAST PERFORMANCE on USDA and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from CPARS and other sources. (4) CAPACITY to complete the project in 30 days. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. (5) LOCATION in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (6) Proximity to Place of Performance - Rio Grande, Puerto Rico. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit an electronic SF 330 Part I, and Part II in PDF Format for the prime firm and all consultants, to the Richard.Bogle@usda.gov not later than the response date and time indicated above. The SF 330 Part I shall not exceed 50 pages (8.5" x 11"), including no more than 5 pages for Section H. Use no smaller than 12 font type. Include the firm's Unique Entity Identification (UEI) number in SF 330, Part I, Section H. In Section H also indicate the estimated percentage involvement of each firm on the proposed team. Only emailed responses will be accepted. Solicitation packages are not provided, and no additional project information will be given to firms during the announcement period. This is not a request for proposal. The method of contractor selection has not been determined at this time.
