Site work and paving for a mixed-use development in Cookstown, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The project generally includes the milling and repaving of +/- 2,100 linear feet of Hockamick Road. In addition, improvements to driveway aprons, storm drainage inlets, striping and signage are also included in the project. Each bid must be accompanied by (i) all documents listed on the Bid Document Submission Checklist, as applicable, and (ii) a bid guarantee in an amount not less than Ten Percent (10%) of the total bid price as established in the Bid, not to exceed Twenty Thousand Dollars and Zero Cents ($20,000.00). The bid guarantee must be in the form of a bid bond, certified check, or cashier's check, must be drawn to the order of New Hanover Township and must be delivered simultaneous with the sealed bid. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C.17:27, and all other applicable laws referenced within the drawings, specifications and contract documents. This project is being partially funded by an NJDOT grant. The Township of New Hanover reserves the right to (i) reject all bids pursuant to N.J.S.A. 40A:11-13.2 and (ii) to waive minor informalities and/or non-material exceptions in any bid should it be in the interest of the Township of New Hanover to do so. Further, the Township of New Hanover shall reject any bid that contains material nonconformities or conditions, or which is materially nonresponsive. In the event the Township of New Hanover does not reject all bids as permitted under N.J.S.A. 40A:11-13.2, in accordance with N.J.S.A. 40A:11-4, and other applicable laws, the Project will be awarded to the lowest responsible bidder. On the Drawings, figured dimensions shall govern in case of discrepancy between scaled and figured dimensions. If any discrepancy be found between the Drawings and the Specifications, the decision ofthe Engineer shall govern. Within the Specifications, the order of precedence shall be first, Supplementary Specifications, and then Standard Specifications. The Engineer shall have the right to correct apparent errors or omissions in the Drawings and Specifications and to make such interpretations as he deems necessary for the proper fulfillment of the intent of the Drawings and Specifications. Prospective bidders shall have the right to request interpretations in accordance with Section 1.2.20. Notice of revisions or addenda to advertisements or bid documents relating to bids shall be provided no later than seven (7) days, Saturdays, Sundays and holidays excepted, prior to the date for acceptance of bids, to any person who has submitted a bid or received a bid package in the following ways: i) in writing by certified mail or ii) by certified facsimile transmission, meaning that the sender's facsimile machine produces a receipt showing date and time oftransmission and that the transmission was successful or iii) by a delivery service that provides certification of delivery to the sender. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. SCOPE OF WORK 1.5.2 SUPERVISION AND SUPERINTENDENCE 1.5.3 LABOR, MATERIALS AND EQUIPMENT (rev8/20) Page 1-5.1 The Contractor shall furnish all materials, equipment, labor, transportation, construction equipment and machinery, tools, appliances, fuel, power, light, heat, telephone, water and sanitary The Contractor shall provide competent, suitably qualified personnel to survey and lay out the Work and perform construction as required by the Contract Documents. The Contractor shall at all times maintain good discipline and order at the site. Except in connection with the safety or protection of persons or the Work or property at the site or adjacent thereto, and except as otherwise indicated in the Supplementary Specifications, all Work at the site shall be performed during regular working hours, and the Contractor will not permit overtime work or the performance of Work on Saturday, Sunday or any legal holiday without the Owner's written consent given after prior written notice to the Engineer as more clearly defined and set forth in Article 1.5.21. The Work ofthis Contract comprises the performance and completion ofthe entire Project within the time specified, including final cleaning up, the payment of all due obligations pertaining to the Project, and the replacing of defective work and materials, all in accordance with the Plans and Specifications. Unless otherwise specified in the Supplementary Specifications, the Contractor shall furnish all materials, tools, plant, machinery, equipment, water, light, heat, fuel, power, labor, superintendence, transportation, temporary construction, and all other services and facilities of every nature whatsoever necessary to execute, complete and deliver to the Owner a functional and operating Project in accordance with the Contract Documents within the time specified, and the cost thereofshall be included in the prices bid for the various items scheduled in the Bid.
