The scope of services desired by the City are clearly detailed in Section II of the specifications. This part of the proposal must contain an unequivocal statement that the Contractor can meet all the requirements of Section II, plus a detailed description of the proposed method and approach of the services to be provided by the Contractor, the sequencing and scheduling of those services, and information on project staffing and management, including any sub-contractors and disposal facilities that will be used. The City of DeKalb (hereafter referred to as the "City") requests proposals for the provision of professional services for refuse, recycling and yard waste services for single family residential collection, multi-family residential collection (four units or less), attached townhomes (not apartment complexes), the Central Business District, and City-owned facilities in DeKalb, Illinois. The scope of work includes providing labor; materials; tools, equipment, transportation services to landfill space for the collection, processing and/or disposal of refuse, yard waste and recyclables, in accordance with the contract specifications. Prior to the deadline for proposals, any interested bidder may propose a City Council tour of the landfill or material recovery facility (MRF) which the bidder will be using to perform the proposed contract, if selected. Such tours will be subject to Council interest and availability, which cannot be guaranteed. The successful Contractor shall comply with all codes, ordinances, rules, statutes, laws and regulations of the City of DeKalb and the State of Illinois, including the requirements as prescribed in the "Prevailing Wage Act". The DeKalb City Council reserves the right to reject all proposals and to waive any technicality, informality or irregularity in the proposals received. The City wishes to provide its residents with comprehensive, high-quality refuse, recyclables and yard waste collection services. The City intends to enter into a contract with a qualified firm for such services in accordance with the specifications as described herein, by which the proposals shall be evaluated. Any firm (hereinafter "Contractor") desiring to furnish a quotation for such services shall submit a proposal following the instructions and format of the RFP documents enclosed herein. The term of the Contract shall be for five years commencing on the first day of September 2023 and shall remain in full force and effect through the 31st day of August 2028, unless terminated sooner under the provisions of this Contract. The bidder is asked to provide any potential pricing and/or service changes associated with the option of one additional five (5) year term at the mutual agreement of the Parties. In general, work performed by the Contractor consists of collection, removing, hauling, disposing and/or processing of all residential refuse, recyclables and landscape waste to an approved landfill, intermediate processing facility and/or compost site, which is to be furnished or provided by the Contractor. All refuse, recyclables and landscape waste shall be collected separately. In addition, the work shall further consist of residential curbside collection of recyclables and the subsequent recycling thereof. The Contractor is responsible for ensuring recyclables will be processed for reuse, not landfilled. All refuse shall be placed in a state of Illinois approved and permitted landfill. If the Contractor cannot provide service as it is described in Section II, and/or believes it can offer equivalent or superior results by some other means, the Contractor must identify the services and explain in detail what it is offering as an alternative. The proposal should describe the alternative thoroughly and should clearly state whether the alternative will achieve equivalent or superior performance results. Contractors are encouraged to submit alternatives where they believe that the City can increase the quality of service to the residents at a similar price, or while decreasing the cost of the service. Some of these areas where the City will entertain alternatives are as follows: 1. Collection Days: While the City is not expressly interested in changing the current collection schedule, Bidders are recommended to provide alternatives if there is a cost savings to the community. The details of the collection schedule modification should be detailed enough that the City can fully understand the implications of the proposed alternative. Details on the implementation of the program should also be included. (See section labeled "Payment" for total number of units.)
