The City of Alhambra (City) is requesting competitive proposals from professional float builders, to design, construct, and decorate the upcoming 2024-2028 City of Alhambra Tournament of Roses Float. Submission of Questions March 30, 2023 The City will evaluate the merits of each professional float builder's proposal, and expects that the proposed business plan address the need and related services including but not limited to building a Tournament of Roses Float for the City of Alhambra. The selected Proposer will be responsible for providing the highest quality of float that will represent the City of Alhambra. The selected proposer understands that the City of Alhambra Rose Parade Float is showcased throughout the world for the purpose of promoting the City in a positive image. In order to promote transparency and ensure that all potential float builders receive the same information, the CITY will be conducting one formal question and answer session for this RFP. All questions should be prepared and submitted in writing via email. The City will respond to all questions in writing via email. Responses will also be posted on the City's website. All questions must be submitted by no later than Thursday, March 30, 2023 by 4:00 p.m. Responses and addendums, if any, will be emailed to all applicants and posted to the City website by 5:00 p.m. on Monday, April 3, 2023. The minimum scope of services and responsibilities of the float builder shall include tasks described below: 1. Assist in the pre-parade process to include maintaining communication with the Tournament of Roses. (Builder tracks correspondence and monitors key deadlines/dates with client) 2. Assist in the Tournament of Roses Parade registration process. (Represents The City in the formal design process with the Tournament of Roses and attends Tournament of Roses meetings as needed) 3. Adapt an image that will be drawn or painted by an elementary school student to inspire the 2024-2028 Tournament of Roses float. The art contest will be completed on March 16, 2023. 4. Work with the City of Alhambra to develop a concept for the 2024-2028 City of Alhambra Tournament of Roses Float. 5. Work with the City of Alhambra to design the 2024-2028 Float. 6. Provide to the City of Alhambra a rendering of the 2024-2028 City of Alhambra Float so that it may be used to market and advertise at special events. 7. Provide complete design services of Alhambra Tournament of Roses Float. 8. Provide complete construction services of the Alhambra Tournament of Roses Float. 9. Provide complete decorating services of the City of Alhambra Tournament of Roses Float. 10.Assist with Tournament of Roses Parade logistics. 11.Assist with all Public Relations and Marketing related to the Tournament of Roses parade. 12.Assist with coordination of decorating the City of Alhambra Tournament of Roses Float. 13. Assist with advising The City on possible costuming and selection of music related to the float design. 14.Assist with the day of Rose Parade logistics. 15. Assist with the day of Rose Parade logistics. 16.Moves float from build facility to Pasadena for 12/31 float staging for Parade. (Provides driver and observer) 17.Responsible for getting float down parade route and staged at Tournament of Roses post parade location. 18.Return float from post parade to float build facility. 19.Coordinate with the City, the Tournament of Roses photo day. 20.Coordinate with the City photos of Alhambra officials with the Tournament of Roses President and Rose Queen and Court. The contract award shall be made to the responsible vendor whose proposal is most advantageous to City, taking into consideration the evaluation factors set forth in this request for proposal. After initial ranking of the proposals, at the City's option, the City may decide to interview the top ranked firms (typically at least three) to develop final rankings or may consider the rankings based on the proposals as final. Any contract, resulting from this RFP, will be negotiated by the City.
