Engineering Manager (406) 552-6764 rmollenhauer@ci.missoula.mt.us To achieve a uniform review process and obtain the maximum degree of comparability, the SOQs shall be organized in the following manner. SOQs shall be limited in size to 8 pages plus 6 per area of expertise. An appendix of resumes may accompany this submittal and does not count toward the page limits noted below. One page shall be interpreted as one side of single-spaced, typed, 8 1/2 " X 11" sheet of paper using no less than a 12-point font with all margins of no less than one inch. Headers and footers can be outside of the margins indicated. Font size smaller than 12-point can be used in the experience matrix. DESCRIPTION OF WORK 3.1 Type of Services The type of consultant services required under this request may include, but will not necessarily be limited to, the following: o Overall project management, including public involvement, coordination with regulatory agencies and private utilities, and preparation of permit applications. o Surveying, conceptual engineering, planning studies, preliminary and final design. o Preparation of easements, various presentation materials, reports, construction drawings, specifications and bid documents. o Grant procurement and administration. o Bid administration. o Construction management, traffic control review, inspection, testing, creation of record drawings, and warranty inspections. 3.2 Areas of Expertise Areas of expertise included in this RFQ are as follows: 1. Surface Transportation Systems - Includes new or reconstructed street, sidewalk improvements, storm drainage, non-motorized facilities, intersection control (roundabout and traffic signal) facilities, lighting plans and landscaping; 2. Water Distribution System - Includes main replacements, extensions, valve studies and other improvements to the water distribution system. 3. Water Production System - Includes possible future water tanks, wells, PRV installations, booster stations and other miscellaneous improvements to the City's distribution system. This does not include water rights except as may be incidental to a well project. Responders should be aware that the City does not have any specific water production projects currently identified for the next 2 years. 4. Sanitary Sewer Collection System - Projects may include future flow monitoring, main replacements, main extensions, lift station improvements, STEP system improvements, and other miscellaneous improvements to the City's sewer collection system. This RFQ does not include facility planning. 5. Wastewater Treatment Plant - Includes upgrades to the wastewater treatment plant, land application studies, discharge permitting analysis, nutrient sampling studies, etc. This RFQ does not include facility planning. 6. Stormwater System - Includes drainage studies, modeling, sampling, and stormwater system upgrades (e.g. main replacements and extensions, outfall improvements, and water quality treatment projects). Projects may require compliance with state and federal permits for working in Montana's streams and wetlands. 3.3 Project Schedules The City may choose to award projects and start engineering at any time during the year. However, a typical schedule is for the City to award specific projects based on Section 5 of this RFQ in early spring. The City would expect these projects to be bid-ready by the following November, particularly for any projects planned for construction in the following construction season.
