Renovation of a mixed-use development in Harrisburg, Pennsylvania. Design plans call for the renovation of a museum; and office development.
As of June 12, 2024 this project is in the design stages. The awarded architect has been identified. Construction is expected to begin in June 2025. The closed solicitation has been listed below for reference: BRIEF DESCRIPTION: The scope of work includes, but is not limited to architectural elements, infrastructure, and visitor amenities of the existing Museum will be renovated to provide a facility with improved occupant circulation and navigation while also supporting the future renovation of exhibits. The existing Archives will be renovated to provide new offices at the ground floor level and improved storage for artifacts within the Tower, renamed to PHMC Tower. The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation. The Goals for SDB participation: 14% The Goals for VBE participation: 3% ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS: Interviews will be conducted with all short-listed firms. The short-listed professionals will be notified as to the date, time and location of the interviews. A "Detailed Proposal" will be requested from short-listed firms for this project. The following information will need to be provided: general overview of the firm, including areas of practice and how long the organization has been in business; detailed resumes for key design and management personnel with references; the firm's approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm's portfolio of a project that illustrates the firm's ability to translate design intentions into a solution that meets the client's needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects, completed by the lead design professional, envelope and mechanical consultants, providing visual examples where applicable, listing hey personnel with written descriptions of projects and listing contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; a description of how diversity will be accomplished within the team; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years; and a non-binding fee proposal.
