LATEST TIME/DATE FOR RFI'S SUBMITTAL 03/31/23 @ 2:00pm Documents Accompanying Bid Proposal. Each Bid Proposal shall be accompanied by: (a) the required Bid Security; (b) Subcontractors List; (c) Non-Collusion Affidavit; and (d) Statement of Bidder's Qualifications. All information or responses of a Bidder in its Bid Proposal and other documents accompanying the Bid Proposal shall be complete, accurate and true; incomplete, inaccurate or untrue responses or information provided therein by a Bidder shall be grounds for the District to reject such Bidder's Bid Proposal for non-responsiveness. Contract Time. The date(s) for completion of portions of the Work, if applicable, and for achieving Substantial Completion of the Work shall be achieved as set forth in the Special Conditions. Failure to complete designated portions of the Work within the time(s) established in the Special Conditions and/or failure to achieve Substantial Completion of the Work within the Contract Time established in the Special Conditions shall subject the Contractor to assessment of Liquidated Damages as set forth in the Special Conditions. No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for a period of sixty (60) days after the opening of Bid Proposals. SCOPE OF WORK A. Provide all labor, equipment, and miscellaneous materials to install District purchased and furnished roofing materials over the properly prepared substrate. 1. All products listed in 2.1, D will be furnished by the District. All products not listed in 2.1, D are to be furnished by the Contractor. All products listed in 2.1, D will be manufactured by The Garland Company and purchased by Vista USD using its authority under the CMAS Schedule. Contract #: 4-20-56- 0006B. 2. Remove the existing roof system to the structural deck. Remove any nonfunctioning equipment. District to mark. Repair any damaged decking as required. Contractor to include 7% deck replacement in the base bid. If the amount of deck replacement exceeds 7%, the contractor is to receive a change order equal to the unit price for deck replacement per sq ft multiplied by the sq ft in excess of the base bid amount. If the amount of deck replacement is less than 7%, the contractor is to provide a credit to the District equal to the unit price of deck replacement per sq ft multiplied by the sq ft less than the base bid amount. Contractor responsible for removal of all construction debris from the job site. 3. North Ave Warehouse: Install EPS crickets on the high side of equipment and skylights. Mechanically fasten 1/2 " Densdeck coverboard to crickets and the entire roof.. Install perimeter wall board as needed. VAPA: Mechanically fasten Type II base sheet and rosin paper per wind uplift requirements. 4. Apply 80 mil modified base sheet - Stressbase 80 Plus -- in hot asphalt at rate of 25 lbs. per sq. 5. Apply Stressply Plus FR UV Mineral in hot asphalt at a rate of 30 lbs per sq. a. Exception: 1) VAPA Walkway: Install Stressply Plus FR Mineral. 6. Flashings: a. Apply SBS-modified flashing ply in all flashing areas - Stressbase 80 Plus. Flashing ply to extend min 6" onto the roof field. Apply SBSmodified flashing cap ply - Stressply Plus FR Mineral -- in all flashing areas extending a min 9" onto the roof field. b. All flashing plies to be terminated with a termination bar set in butyl tape and fastened every 6" o.c. Sealant - Tuff Stuff Natural White -- above the termination bar. 1) Stucco Wall Flashing / Internal Wall Flashing / Equipment Flashing: Flashing plies to be set as high as possible. 22 gauge, galvanized skirt metal to be set to the existing counterflashing metal. c. Parapet Walls Less than 4': Wrap the wall with flashing plies extending 2" on the exterior side. Install wood nailer as required. Install 22 gauge, kynar coping cap, except at locations with existing clay tile surfacing. District to approve color. d. Scuppers: All scupper overflows to be removed and re-installed per manufacturer requirements. Note: Size to match CBC requirements. 7. Surfacing: a. After 30 day cure time. Powerwash the roof and remove all debris and dirt. Prior to coating, ensure no moisture on the roof system. b. No Surface Coating for UV mineral cap sheet roofs. 1) Exceptions: a) Vapa Walkway: Install Black Knight Cold surfacing at 6 gal per sq. Embed Title 24 white gravel into the coating at 400 lbs per sq. c. Minor Ponding Areas: Apply 3 gal per sq of Title 24 compliant silicone coating - Cool Sil - embedded with 30 lbs per sq of Title 24 minerals. Coating to extend 2' outside the waterways. 8. Sheet Metal: a. Edge Metal: Install new 22 gauge, kynar edge metal along the perimeter. Edge metal face to be extended where wood nailers installed. Edge metal length to match length on all sides. District to determine kynar color. b. Gutters: 1) Where existing, install new, Seamless gutters. District to determine Seamless gutter, color TBD. 2) Install new, Seamless gutters. District to determine color TBD in the following locations: c. Coping Cap: Where existing, install 22 gauge, kynar coping cap at a top of parapet walls. District to approve color. d. All sheet metal to comply with ANSI SPRI ES-1. 9. No pitch pockets on roof. Lead flash all penetrations. Roofing contractor to supply and install all lead flashings. Install umbrella cover over all sealed clamps. Multiple lines from a single penetration point to receive a pelican hood cover. 10. Install new rubber expansion joint where existing. 11. All conduit on existing redwood blocks to be placed on rubber blocking - Durablock. 12. Install new vent covers. 13. Metal Pans / Vents / Equipment: Seal with Cool Sil at a rate of 2 gal per sq. Tape all seams with structural tape. Tape all exposed bolts and fasteners. 14. Ductwork: Seal with Cool Sil at a rate of 2 gal per sq. Tape all seams with structural tape. 15. No walkpads on the roof system. 16. All drains to be sumped where possible. Drain covers and drain rings to be replaced. 17. UV Roofs, only white mastic to be used. Any bleed out to receive white minerals. Any significant black markings to be coated white. 18. Contractor responsible for lifting and re-installing equipment and electrical back in working order. 19. Special Site Instructions: a. North Ave Warehouse: 1) Skylights: Skylights marked by the District are to be removed. Deck in the area and roofed over. All other skylights to be replaced. New skylights to match existing design and size. Contractor to install. 2) HVAC Sleepers: Sleepers blocking water are to be removed and 3) Lower Level Roof Sections: a) No new roof installation. b) Increase the size of the scuppers to 12" ide to allow better waterflow. Install new scupper metal flashing. Seal and waterproof. c) Apply and seal polyurethane foam under the existing window flashing. Install a "L" metal flashing on the exterior side of the existing counterflashing metal. Metal to extend 6" onto the roof field. Tape the metal to the roof with structural tape. d) Tape all roof seams with Unibond ST 4" tape. Roll apply the tape to ensure a strong bond. e) Apply Cool Sil coating a rate of 3.5 gal per sq 20. Powerwash the roof and remove all debris and loose minerals. 21. Prep Work: a. Splits / Tears: Apply three course application of Cool Sil and mesh over the area. b. Drains: Remove the existing roof system 4' x 4' around the drain to the structural deck. Replace damaged decking. Mechanically fasten a Type II base sheet to the deck. Torch apply torch Base Sheet. Install lead flashing set in mastic. Install torch base sheet kicker sheet. Install torch cap sheet. Apply polyurethane foam surfacing. Sump to allow for good drainage. Install new drain ring and drain cover. Test drains to ensure no leak in the plumbing. c. Penetrations: Apply Cool Sil and mesh at the base of all penetrations. Apply new caulking at clamp. 1) At penetrations without a lead flashing, install a new chem curb flashing. 2) Install new pelican hood cover for all multiple line penetrations. d. HVAC Units / Metal Pans: Wirebrush any rust. Apply Cool at a rate of 2.5 gal per sq. Embed polyester around penetration points. 22. Apply Cool Sil at a rate of 3.25 gal per sq. Embed 28 lbs per sq of Title 24 white minerals into the coating. 23. Place all conduit on rubber blocks.
