All bid proposals shall be accompanied by a bid deposit by a cashier's or certified check or Bid Bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into a contract and furnish satisfactory Performance Bond within the time stated in the specifications, the bid deposit or bond shall be forfeited to the Valley Water District. This Contract provides for drilling and testing of a new source well for the Valley Water District. The Valley Water District requires the drilling of a well to increase operational redundancy and augment their source well capacity at their Sierra Water System, south of South Prairie, WA. Robinson Noble is the hydrogeologic consultant for the project and will be acting as the Owners representative. All work shall be done with cable-tool drilling techniques. A performance bond will be required for this project, and retainage will be applied as per the contract. This is a public works project; applicable state prevailing wage rates apply. The Contractor shall provide and install all water system improvements as described in the Specifications. There will be no pre-bid meeting. The Contractor shall complete all work within 60 working days. All bid proposals shall be in accordance with the Instructions to Bidders and all other contract documents. Valley Water District reserves the right to reject any and all bids, waive any informalities or minor irregularities in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents. No bidder may withdraw his bid after the hour set for the opening thereof unless the award is delayed for a period exceeding ninety (90) days.
