In general work includes the supply of materials and installation for a water booster station building and pumping equipment. A certified check or bid bond drawn to the order of the Hazleton City Authority - Water Department in an amount equal to ten percent (10%) of the bid must be submitted with each proposal as bid security and received at the Authority's Office with all other required bid documents prior to the Bid Opening. Bidders shall comply with all procedures and requirements of the Contract Documents. The HCA encourage DBEs, including MBEs and WBEs, to submit a bid proposal. All Prime and sub-contractors shall make the required good faith efforts when subcontracting and shall provide all documents to substantiate their search prior to award. Prior to the award of any Contract, the successful bidder shall furnish to the Owner Certificates of Insurance, Performance Bond, Labor and Material Payment Bond, American Steel certifications, DBE/WBE Compliance Documents, and any other items as required by the Contract Documents. A satisfactory surety shall execute all bonds. Bidders on all work will be required to comply with the Pennsylvania Human Relations Act No. 222. The Commonwealth of Pennsylvania, Department of Labor and Industry and Federal Prevailing Minimum Davis Bacon Wage Determinations, which are included as, part of the Contract Documents. All required wage rates for this project and shall govern all work under this Contract. The Hazleton City Authority - Water Department is an Equal Employment Opportunity Employer. Except as otherwise provided by law, no Bidder may withdraw a bid within sixty (60) consecutive calendar days after the actual date of the bid opening or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds, or the award of a grant or grants. The Hazleton City Authority is a Pennsylvania Municipal Authority and subject to the Pennsylvania Right to Know Act. All prospective bidders shall execute a waiver of the Application of the Uniform Electronic Transactions Act, 73 P.S. 2260.101 et seq., and the Electronic Signatures in Global and National Commerce Act, 15 U.S.C.S. 7001 et seq. The Hazleton City Authority - Water Department hereby reserves the right in its discretion, which is understood and agreed to by all bidders, to reject any and all bids submitted, and also reserves the right to waive any irregularities, omissions, mistakes, or informality in the Bidding Process. The Bid, if awarded, will be awarded at the sole discretion of the Authority at the lowest total cost to the best responsive and responsible Bidder based on a final review work to be awarded as selected by the Owner. All bidders must show adequate knowledge, experience and past projects in similar size and complexity. Contract A - General/Mechanical Contract B - Electrical/HVAC 1. Oneida Junction Booster Station Project (Contract A - General/Mechanical): Construct Booster station building, install four (4) new water pumps with motor controllers, associated piping/appurtenances like butterfly valves, check valves, and strainers. The project also consists of site grading, stone driveway, security fence, meter vault and water meter, connection to existing HCA distribution system, and pipe stub for SR 309 extension. The project includes coordination with Contract B - Electrical/HVAC contractor, and all other associated work. 2. Oneida Junction Booster Station Project (Contract B - Electrical/HVAC): Supply and install all materials necessary to provide power to the proposed booster station, supply and install the emergency generator and pad, provide transformer pad, coordinate with Utility Provider, install conduits and wires, CT Cabinet and meter base, main circuit breaker and distribution panel, and automatic transfer switch. This contract also includes the supply and installation of all lighting fixtures, heating equipment, wall mounted fans, and louvers. The project includes the necessary materials to power the pump systems, motor controls and SCADA equipment and towers and antennas. The project includes coordination with Contract A - General/Mechanical contractor, and all other associated work.
