The City of New Castle, Pennsylvania is requesting proposals for the installation of Handicap Curb Ramps along various streets in the City of New Castle, Pennsylvania. The Base Bid for this project includes One Hundred-Fifty (150) Handicap Curb Ramps. This project includes Thirteen (13) Optional Bids. The project will be performed under one (1) General Contract. All bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Each proposal must be accompanied by a certified check or bid surety bond in the amount of ten percent (10%) of the price of the bid, which sum shall be specifically set forth in the surety bond with a reference to the specific bidding document, as a guarantee that if the proposal be accepted a contract will be entered into and its performance properly secured. The City of New Castle reserves the right to reject any or all proposals and to make such award as most advantageous to the City. Bids may be held by the City of New Castle for a period not to exceed sixty (60) days from the date of opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding the contract or rejecting any or all bids. All bidders are advised of the notice of requirements for affirmative action to ensure equal employment opportunity (Executive Order 11246). The contractor must follow Davis Bacon Wages and the applicable requirements will be in use for the project (refer to HUD 4010 form); therefore, attention is called to the fact that not less than the minimum salaries and wages, as determined by the Secretary of Labor for the type of work described, is in accordance with Executive Order 11246, as set forth in the contract documents, will be necessary. Section 3, Minority Business Enterprise and/or Women Business Enterprise owned firms and individual minority and female professionals are encouraged to participate.
