Cirksena Park (Contract B) Project General Nature of Public Improvement. This project includes all materials, equipment, transportation and labor needed to construct a neighborhood park (Cirksena Park) in the northwest area of Clive near 3575 Westgate Parkway. Contract B includes site landscaping (including installation of permanent seed, sod, trees and shrubs), bioretention cell installation and an establishment and maintenance activity period related to native landscaping. This work will be immediately preceded by a separate Cirksena Park - Contract A which generally includes site grading, installation of trails, sidewalks, play structures, shade structure, play surfacing, storm sewers and temporary seeding operations. Separate bids for Contract A are being received at the same as Contract B. Specific project location along with the kind and approximate quantity of materials to be used shall be as set forth in the Plans and Specifications. Time for Commencement and Completion of Work. Work on the improvements shall commence on or before the late start date of August 28, 2023 and shall be substantially completed by December 31, 2023. Substantial completion will be achieved upon completion of all work described as part of the construction documents, including all planting, sodding and seeding operations, except for those described as part of the establishment and maintenance period. Liquidated damages for noncompliance with said substantial completion provisions will be assessed at the rate of Five Hundred Dollars ($500.00) for each calendar day thereafter that the work remains incomplete. Remaining punch list items shall be completed by March 31, 2024. Bid Security. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Iowa Code and as outlined in the Instruction to Bidders in an amount equal to Ten (10) percent of the total bid amount. Preference of Products and Labor. Preference shall be given to domestic construction materials by the contractor, subcontractors, material, men and suppliers in performance of the contract and, further, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. The City of Clive reserves the right to reject any and all bids.
